USS Iwo Jima’s Long Overhaul Exposes a Navy Amphibious Gap

The Navy is sending one of its most flexible warships into an overhaul that will last until February 2028, and the significance reaches far beyond a single hull. USS Iwo Jima, a Wasp-class amphibious assault ship, is entering a major repair and modernization period at Norfolk under a BAE Systems contract valued at $204.1 million, with options pushing it to $255.8 million. Ships in this class are often described as small aircraft carriers, but that shorthand only captures part of their role. They combine a full-length flight deck with a well deck for landing craft, letting them move Marines, aircraft, vehicles and command teams in one package. In sea-control mode, they can also operate as Lightning Carriers with up to 20 F-35Bs aboard, turning an amphib into a temporary strike-heavy aviation platform.

That is why an extended yard stay is not just maintenance scheduling. It is a readiness calculation. Iwo Jima belongs to a shrinking pool of big-deck amphibs that the Navy and Marine Corps depend on to keep Amphibious Ready Groups intact. A standard Wasp-class ship can carry nearly the full combat strength of a Marine Expeditionary Unit, and the class remains central to missions that require aviation, landing craft and afloat command capability in the same formation. The design’s scale helps explain the demand: seven Wasp-class ships remain in service, and several have already moved through expensive, lengthy modernization periods as the fleet ages. USS Wasp and USS Bataan have both required major yard time, showing that Iwo Jima is part of a broader pattern rather than an isolated case.

The pressure on the force is visible in the maintenance record across the amphib fleet. A watchdog summary of a GAO assessment said half of the 32-ship amphibious fleet was rated in poor condition, with some ships unavailable for operations or training for years at a time. That matters because amphibs are not interchangeable in practice; when a big-deck ship drops out, the effects ripple through Marine embarkation plans, certification cycles and deployment timing. Adm. Jim Kilby put the issue plainly in congressional testimony: “I’m committed to getting our amphibious maintenance done on time so the Marines can embark and we can deploy as scheduled for the global force management process.”

The technical burden is one reason these availabilities keep stretching. Most Wasp-class ships still rely on legacy steam propulsion, and senior Navy leaders have described big-deck amphibs as unusually difficult to maintain because the industrial base has fewer steam specialists and more trouble sourcing long-lead parts. That strain has pushed the Navy to rethink how it plans yard periods, including a pilot effort to define work packages much earlier and award contracts far in advance so suppliers can secure materials before a ship enters overhaul.

Iwo Jima’s recent operations showed the opposite side of the readiness equation. While deployed in the Caribbean, a Mid-Atlantic Regional Maintenance Center team carried out expeditionary repairs, including structural work and non-destructive testing, to keep the ship compliant with fleet standards. That kind of forward maintenance can buy time. It cannot replace a full overhaul.

For the next two years, the Navy will be trying to recover future sea days by accepting fewer of them now. USS Iwo Jima’s absence is a reminder that the amphibious fleet’s central challenge is no longer only how many ships exist on paper, but how many can actually leave the pier on schedule.
