Why 4 Virginia Subs Still Can’t Match 1 Ohio Missile Boat

Why does the retirement of four aging submarines matter so much? Because the U.S. Navy is not just losing old hulls. It is losing a form of undersea firepower that no current replacement can replicate in one platform. The core of the problem is simple arithmetic. An Ohio-class guided-missile submarine carries 154 Tomahawk missiles through 22 converted launch tubes, while a Virginia-class Block V boat with the Virginia Payload Module carries about 40. Even after the redesign, the newer submarine does not become an Ohio substitute. It becomes a more heavily armed attack submarine that restores part of the lost strike inventory, not the concentrated punch that made the SSGN fleet unique.

The Virginia Payload Module is a substantial change, not a cosmetic one. The added hull section is 84 feet long and inserts four large-diameter payload tubes into the center of the boat, each able to carry seven Tomahawks. That means 28 additional missiles on top of the class’s existing launch capacity. The result is a larger Block V submarine, stretched to roughly 460 feet, with more room for strike weapons, special mission gear, and future payloads. It is an important engineering adaptation because the Navy knew the Ohio SSGNs were aging out and needed some kind of distributed successor. But distributed is the key word.

The Ohio SSGNs were never valuable only because they carried a lot of missiles. They concentrated that firepower in a stealthy platform that could stay submerged for very long periods, support special operations teams, and appear in theater with a massive ready magazine. Across four boats, the Navy has relied on 616 Tomahawk cells of undersea strike capacity. Replacing that one-for-one with Virginia Block V submarines would require far more hulls than the Navy can field quickly, and it would also spread the same firepower across many more missions, crews, maintenance cycles, and deployment schedules.

That is where industrial reality takes over from design ambition. Virginia-class submarines are built by General Dynamics Electric Boat and Newport News Shipbuilding, but production has struggled to reach the pace needed for both attack-submarine demand and the simultaneous Columbia-class ballistic-missile program. Recent reporting has described output at roughly 1.1 to 1.2 submarines per year, well below the sustained rate needed to close the strike gap quickly. Workforce shortages, supplier strain, and maintenance backlogs all matter here more than any sketch of a bigger module.

There is also a mission mismatch. Virginia boats are multi-role attack submarines first. They bring advanced sensors, intelligence-gathering capability, and flexibility in contested waters. Ohio SSGNs, by contrast, were converted into giant conventional strike platforms with room for special operations forces and unusually deep missile magazines. The Navy can shift some Ohio-style missions onto Block V Virginias, but it cannot turn each one into an undersea arsenal ship without changing the class far beyond its current design and production plan.

The result is a transition defined less by replacement than by tradeoff. The Navy is gaining more adaptable submarines, but losing the ability to place 154 missiles on a single hidden platform. For engineers and planners alike, that is the real reason the Virginia class cannot simply step into the Ohio SSGN role.
