The U.S. Navy is entering a missile-capacity squeeze that new hulls are not ready to solve. The problem is not a shortage of Tomahawks alone. It is a shrinking number of places to put them at sea, especially on platforms that can survive close to a contested fight and deliver large salvos without warning. That pressure is building as the Navy retires its four Ohio-class guided-missile submarines, which together account for 616 Tomahawk launch cells, while the Ticonderoga-class cruiser fleet continues to leave service.

For nearly two decades, the SSGNs gave the fleet a rare combination of stealth and volume. Each boat could carry 154 Tomahawks, making it less a traditional submarine than a submerged strike magazine. Their value was not just numerical. A single hidden platform able to unleash that many long-range land-attack missiles changed how opening phases of a campaign could be planned, particularly in the Pacific, where distance, dispersion, and survivability shape every calculation.
The Navy’s surface fleet is under a similar form of pressure. Ticonderoga-class cruisers carry 122 MK 41 cells each, and the MK 41 itself has long served as the launcher for Tomahawk, Standard Missile, ASROC, and Evolved Sea Sparrow missiles. Replacing cruisers with Flight III Arleigh Burke destroyers preserves capability in many areas, but not raw cell count; each destroyer brings 96 cells, leaving less room for long-range strike once air defense and missile defense loads are assigned. In practical terms, the Navy is losing magazine depth on the very ships expected to absorb more missions. That is why the replacement debate keeps returning to the Virginia-class Block V submarine.
Block V boats with the Virginia Payload Module add four large tubes and 28 additional Tomahawk slots, pushing the submarine’s strike load to about 40 missiles. That is a substantial increase for an attack submarine, but it does not close the arithmetic. Matching one retiring Ohio SSGN’s 154-missile capacity requires nearly four Block V Virginias. The industrial base is not producing at anything close to that pace. The main article’s cited GAO figures put Virginia production at roughly 1.1 to 1.2 boats annually, well below the level needed for Navy requirements and future commitments. Columbia-class schedule pressure only adds more strain to the same shipbuilding workforce and supplier network. The result is a capability trough rather than a clean handoff.
Some offsetting measures are real but limited. The Maritime Strike Tomahawk broadens the missile’s role, and the Navy continues to explore larger future surface combatants. The DDG(X) concept still points toward the first procurement in the early 2030s, with plans for increased growth margin and weapon capacity, but that does not solve the late-2020s gap. Meanwhile, outside analysis has noted that China passed 50% of U.S. surface-ship VLS capacity in 2024, giving added weight to every American retirement that is not quickly backfilled.
What is changing is not the Navy’s ability to fire Tomahawks in absolute terms, but its ability to mass them from the best platforms at the hardest moment. Fewer large undersea magazines, fewer cruiser-sized surface magazines, and slower replacement cycles together mean a force that remains dangerous, yet less able to generate the kind of concentrated, stealthy opening strike that once came almost built into the fleet.
