Skip the F-35 Debate: Canada and Sweden Eye a Shared Future Jet

Canada’s fighter debate is no longer only about what to buy next. It is increasingly about who helps design the air combat system that comes after today’s jets, and whether that work can anchor domestic aerospace capability instead of leaving Canada as a downstream customer.

That is where Sweden’s Saab has tried to widen the conversation. While Canada remains committed to replacing its CF-18 fleet with 88 F-35s, Ottawa has so far locked in only 16 aircraft and made long-lead payments tied to 14 more. At the same time, Saab has argued that Canada could do more than add another aircraft type. It could help shape future combat aviation through Sweden’s emerging fighter studies and adjacent autonomous systems work.

Saab’s pitch has been explicit. “Canada would be great,” Peter Nilsson, head of future programs at Saab, said in an interview, as reported by Canada would be great. That proposal extends beyond Gripen production. Saab has said Gripen fighters and GlobalEye surveillance aircraft could be built in Canada, a notable industrial angle given Bombardier’s connection to the Global 6000 business jet platform that underpins GlobalEye.

The more consequential part of the offer sits further out. What many companies and air forces call “sixth generation” is less a single airplane than a networked combat system built around a crewed aircraft, autonomous partners, advanced sensing, secure communications, and software designed for constant updates. Analysts broadly describe those future aircraft as prioritizing speed, stealth and range, while operating with collaborative combat aircraft that can scout, jam, strike, or act as decoys. Saab’s own work has moved in that direction, with conceptual studies spanning both crewed and uncrewed systems in what it describes as a system-of-systems approach.

That matters for Canada because the country’s geography punishes narrow procurement logic. Arctic operations, long distances, sparse infrastructure, and NORAD obligations place unusual value on endurance, sensor reach, and resilient support networks. Saab has argued that Sweden and Canada share northern operating conditions and could align on that design problem. Nilsson framed it bluntly: “If you drive a convertible in the morning to work, you will have a hard time to design a fighter for the Arctic.” There is also a timing issue.

Canada needs aircraft for the near term, but any true next-generation program will take decades. That is why some defense specialists have described a split approach as more realistic: F-35s for immediate capability, paired with participation in a future-development effort for long-term industrial and strategic leverage. One possible avenue is production aircraft to begin entering service from 2035 under the UK-Italy-Japan Global Combat Air Programme, while Sweden is pursuing its own future combat studies on a longer horizon that points toward about 2050.

The tension is that sovereignty in combat aviation is never absolute. Even a mixed fleet would still face interoperability dependencies, including U.S.-controlled systems used for allied data sharing. And the Royal Canadian Air Force still needs a dependable replacement for aging fighters now, not just a place in a future design office.

Even so, Saab’s proposal has changed the frame. The central question is no longer just whether Canada prefers an American stealth fighter or a Swedish alternative. It is whether Ottawa wants fighter replacement to remain a procurement exercise, or become a crewed-uncrewed teaming network that Canada helps build from the ground up.
