Navy’s Nuclear Alarm: China’s New Subs Could Reach Much of America

To alter the balance of power, a submarine does not have to go across an ocean. The engineering fact was below fresh U.S. Navy caution that another generation of nuclear-powered submarines in China could extend the scope of the United States that boats might be placed in danger, even though the vessels might be operating in the so-called secured waters closer to the coast of China. The presence of a production surge and technical advances described by Rear Adm. Mike Brookes, a senior Navy intelligence official, can be put together to indicate a bigger and more powerful undersea force in the coming decade.

During the testimony before U.S.-China Economic and Security Review Commission, Brookes indicated that China has been producing submarine in large numbers following substantial investment over the years in major shipyards. According to him, “these investments that began as early as 2010 have increased the submarine production capacity of China more than twice and the PLA Navy is in a position to expand its forces continuously throughout the 2030s and beyond.” It is not simply a question of hull numbers, but rather the fact that the cumulative effect of lower propulsion noise levels, increased sensors, and extended range weapons are felt once a submarine fleet has been made in large numbers.

Two future platforms anchor the Navy’s concern: the Type 095 attack submarine and the Type 096 ballistic-missile submarine. Brookes said the designs will incorporate “substantial advancements in nuclear reactor design, sensor performance, weapons integration, and noise quieting technologies.” For naval engineers, each of those categories translates into a web of enabling upgrades reactor efficiency that supports sustained high-speed transits and lower acoustic signatures; array improvements that extend detection ranges; better combat-system integration that compresses the kill chain; and signature-management work that makes adversary tracking harder and more expensive. Brookes added that the Type 096 “will be able to target large portions of the US from protected waters,” a capability that places greater weight on patrol-area defense, undersea surveillance, and anti-submarine warfare readiness.

The near future picture can already be found in the force mix today. China has over 60 submarines, around 50 diesel-electric vessels and a few nuclear fleet of boats, which is small but increasing. The U.S. officials describe the Shang III-class as a competent attack platform, and at least six boats out of a projected eight boats have been launched since 2022. Another threat is the China submarines, which have six Jin-class ballistic missile submarines capable of launching missiles with intercontinental potential within the patrol zones that are further into the Pacific.

Still, numbers are misleading in themselves, yet it does matter. The U.S. Navy has 71 submarines comprising 12 Ohio-class ballistic submarines, attack boats and guided-missile submarines. Commission chairman Randall Shriver claimed that the United States “significant advantages in the underwater domain,” but also warned that the advantages would be lost without the constant investment. Shriver also when opening remarks indicated a broader undersea technology base than crewed submarines, saying, “China is advancing a growing fleet of increasingly capable submarines, unmanned underwater vehicles, seabed sensors and sophisticated oceanographic mapping programs.” These aspects are important since seabed sensing, mapping and unmanned systems will be able to narrow the search problem in major chokepoints and make the approach paths of an opponent more difficult.

The submarine warning is also deployed in the context of an overhaul of the U.S. nuclear triad. Pentagon planners have referred to China as the “pacing challenge,” and the U.S. officials have indicated that China is most “likely to have at least 1,000 deliverable warheads by the end of the decade,” as per Nuclear Posture Review. Air Force On the ground-side in the United States, the Air Force has reported that the Sentinel reorganization will be complete in the year 2026 and the initial capacity will be available in the early years of the 2030s-timelines that highlight the idea that deterrence resides upon an industrial stamina as much as frontline platforms.

Brookes claimed that the Type 095 and Type 096 should be put into service in the late 2020s and 2030s. The strategic value, as put forward by U.S. officials, is that undersea engineering achievements, such as quieting, sensors, reactor, integration of weapons, etc., can transform coastal bastions into launch positions with continental reach, extending the defense problem far beyond the coastline.
