USS Iwo Jima Heads to a Long Overhaul, Leaving Marines Short a Key Sea Base

When an amphibious ship of large deck is offline, the Navy is losing more than the flight deck. It loses a self-contained sea base capable of transporting Marines, aircraft, command-and-control and logistics in a single hull, the same type of platform that is hard to come by when repair times extend beyond months to years.

That fact has now been encircled around USS Iwo Jima, a Wasp-class, amphibious assault vessel heading towards a proposed two-year maintenance availability at BAE Systems in Norfolk. The first job will cost 204.1 million with an option that might see the cost of the work increase to 255.8 million and an estimated completion date of the entire work package in February 2028, according to a Department of Defense contract award.

Certain repairs had been already carried out at sea. The two-week undertaking that involved structural repairs and inspections of Ivo Jima and USS San Antonio was carried out by a sailor-civilian team of the Mid-Atlantic Regional Maintenance Center. Repairs to access points and a bulwark door as well as non-destructive testing associated with deck structural integrity and fleet standards were cited by Naval Sea Systems Command.

A visible real-life mission set has also created the profile of Ivo Jima: the ship was the main extraction platform in Operation Absolute Resolve, and was later used to ferry Nicolas Maduro to the United States to face charges of narcoterrorism. To ship operators and ship planners, that incident highlighted one of the fundamental characteristics of the big-deck amphib its capability to arrive with a customized force package and serve as a controlled, floating center of aviation, security and command.

It is also where the general opinion is usually different than the engineering fact. A Wasp-type LHD resembles a carrier, but it is designed to another demand signal: embarkation and deployment of approximately the full strength of a Marine Expeditionary Unit of breaking ships and their gear and putting them on and off shore using helicopters or landing craft. That floating military base idea is more difficult to maintain when the ship is out of commission years at a time especially to a fleet already with a heavy maintenance load.

The strain is registered on a fleet-wide level. A review of the amphibious fleet, as of March 2024, found that half the fleet was rated as in poor condition and that other amphibious ships were not available in years. A congressionally ordered 31 ship amphibious force has been met by Navy maintenance queues, worn out hulls, and policy push-pull over divestment and depot repair. Another signal of the cost of maintaining older amphibs as credible was observed by GAO, which is that the service-life-extension strategy used by the Navy may cost as much as one hundred billion dollars per vessel in some cases over future upgrades.

The maintenance period itself has ceased to be a fixed input to the planning variable. An analysis of traditional ship maintenance by the Congressional Budget Office revealed a mean of 20 percent to 100 percent longer than scheduled times taken to undertake major events as caused by factors such as late inspections and contract awards, part delays, unexpected work increases, and modernization that was not well coordinated with depot maintenance. The Navy has in its turn experimented with signature availability pilots, which seek to lock a work package much earlier -approximately 500 days before the commencement for its execution- to enhance preparedness of materials and execution discipline.

Preparation has also been conceptualized as a human-systems problem on the island of Ivo Jima. The ship was the first amphibious gator platform to incorporate USO afloat recharge centers-areas furnished with seats, games and snacks to provide services to deployed sailors and embarked Marines. In the Navy announcement, the executive officer of the ship, Kathryn Wijnaldum said, 2,200 Sailors and Marines were on board the ship, and they were trained to fight and ready to serve the business of the nation when they went out to sea. The purpose behind the use of our [centers] would be that they are going to offer an avenue of supporting the warfighter- to enable them to reset, recharge and de-stress, so they can resume their task that allows us to achieve our mission and get the job done when our nation calls on us.

The availability of the ship is planned to make Ivo Jima sustainable into 2028. It also emphasizes a bigger limitation: amphibs are requested to be presence platforms, crisis responders as well as Marine launch pads but they are becoming more like high-in-demand industrial items; the schedules of which are based on parts pipelines, contracting timelines, and shipyard execution.
