F-35 Deliveries Stabilize, But the Upgrade Pipeline Still Drives the Real Schedule

It satisfies its desire to maintain the fleet at some degree of uniform composition: Steve Sheehy, the Lockheed Martin vice president of international business development, said reflecting the prevailing dilemma now plaguing the F-35 business: it can have a boom in production, but it must have an even spread of modernization across a worldwide fleet.

Lockheed Martin has cleared the F-35 backlog that had built up during the delivery hiatus associated with Technology Refresh 3 (TR-3) and the assembly line is now targeting a more consistent rate. Following 191 aircraft deliveries to the program in 2025, the most aircrafts in the program, Lockheed is aiming to deliver 156 aircrafts in 2026, what the company has referred to as the “sweet spot” in its operations. The number of total deliveries is 1,290 aircraft.

The backlog cleared brings to an end an observable phase, the rows of finished planes at Fort Worth, but not the engineering narrative that brought the interruption. TR-3 is not a “nice-to-have” avionics upgrade, it is the minimum compute and display architecture to run the long-awaited Block 4 package, the modernization package to which the expansion of weapons integration, communications, and electronic warfare has long been promised. Practically, the program proceeded to take jets with interim capability so that deliveries could resume making progress even when software maturity remained lacking. That ruling relieved the pressure associated with the production, but it also established a stage on which operators could bring out aircraft which appear the same on the ramp but have varying mission-system capability under the skin.

The long pole remains Block 4. An accountability office review estimated that Block 4 would be completed fully in 2031, and that a re-organization would result in reduced capabilities being delivered in the modernization effort than had been intended. A second constraint identified by the same watchdog review positioned behind the software schedule is that there is a group of capabilities in the future that is conditioned upon further power and cooling margin that comes with an engine upgrade.

That is the engine path that has its calendar. The Engine Core Upgrade undertaken by Pratt & Whitney is aimed at adding performance and offering the necessary electrical and thermal headroom that is linked with higher-demand mission systems. The modernization roadmap of the F-35 program is however being constructed on the fact that engine upgrade will be produced later, and some of its capabilities will be postponed to the time when the engine upgrade is availed. That dependency, the GAO also associated with an even broader push of post-Block 4 items after 2031, as the timing of the engine affects what may be put in the field without overwhelming the power-and-cooling architecture.

Testing cadence gives it one more dimension. Specialized TR-3 operational testing should start in mid to late fiscal 2026; despite the delivery of quantities of TR-3-equipped aircraft. Lt. Gen. Michael Schmidt the F-35 program executive officer made a statement saying that Lockheed has provided over 100 TR-3 equipped fighters and that the jets can fly training including combat training because it is programmed to allow training flights. Schmidt said “We are aggressively implementing comprehensive test plans to ensure this critical upgrade delivers cutting-edge capabilities to the warfighter.”

To the global customers the most operationally significant question is no longer about the arrival of aircraft but the rate at which the fleets converge into shared forms when they do arrive. Sheehy observed that maintaining the fleet on track is a common goal but there is a difference in the way it is accomplished by different countries: “That is up to [each] nation to make that decision on how they do it.” The backlog cleared, so to speak, can best be seen as a production success that reintroduces a more complicated modernization problem, which is less about the number of expressions of annual deliveries than about the spread of TR-3 and Block 4 capabilities throughout the entire global fleet.
