China’s J-20 Surge Forces a Hard Look at America’s Ability to Keep Flying

A fifth generation fighter is mighty on a ramp. Another type of issue is having a fifth-generation fighter rolling off the line. The J-20 “Mighty Dragon” of China has ceased being a mystery of platform and has become an indicator of industrial power. The open-source evaluations that formerly discussed airframe aspects now continue to revert to throughput: how many stealth jets can be manufactured, maintained and deployed on a long war with trained crews and supplied weapons.

A benchmark that is oft-quoted is around 1000 J-20/A/Ss and 900 J-16s that are expected to be in service in 2030. This category of analysis characterises a conscious bias towards heavy fighters, as J-16s and J-20s not only substitute older Flanker models, but also older light models. This is important as mass plus payload and fuel volume affect what an air force can attempt: longer legs, bigger internal magazines and more freedom to carry weapons without revealing position via external stores.

The issue is based on the pace of production in China. A parallel study by Mitchell Institute has estimated the PLAAF fighter force to be 2,225 consisting of 320 fifth-generation fighters, with J-20 production said to be increasing to 120 annually. A planning assumption that same analysis used was approximately 70 percent combat-coded and 70 percent mission-capable rate to come up with approximately 799 mission-capable fighters at a specific point in time- an instructive method of turning inventory into ready force.

Numbers, nevertheless, do not move on their own. Consequential advantages accrue to China in the less photogenic sectors: sensors, networking, electronic attack and long-range weapons. In its subsequent output, RUSI talks about developing enablers, such as increased airborne early warning and control, and tactical electronic attack aircraft such as the J-16D – a EA-18G-type role that not many air forces deploy on scale. Through the same analysis, the maturing long range air-to-air missile ecosystem with the core of the PL-15 family and the bigger weapons with the emphasis on offboard targeting and robust datalinks are now valued.

Propulsion is one of the most obvious locations in which the United States is said to be at a disadvantage, and one of the simplest to misinterpret. Steve Russell of GE put the gap in simple words: “Our reliability tends to be still an order of magnitude better than theirs,” adding, “But they’re getting better, and we’re seeing them get better.” It is also emphasized in the reference reporting that the engine path of China has involved stopgaps and setbacks including the persistent struggle to stop imported powerplants and deal with WS-15 maturity problems like turbine blade reliability and test failures.

The more profound issue posed by a possible four-digit J-20 fleet is not whether the jet is on a spec sheet as good as the F-22 or F-35. Whether scale of production, maintenance generation capacity and stock of munitions can maintain sortie generation when the factors of loss, fatigue and friction by supply are built up. That has been made more real as U.S. defense planning circles revive an industrial lesson of long-term conflicts: stock reductions, overstretched supply chains, and the inability of programs to surge production of precision weapons in a short time when programs are well known.

Assuming that China can maintain a high-output fighter pipeline and increase the sensors and weapons that render the fighters dangerous at range, the competition will be to which side can continue to equip an aircraft, mission capable, and crewed every month-long after the initial wave of sorties has ceased to be the headline.
