The Columbia-Class Sub Fleet Faces a 17-Month Slip and a Labor Math Problem

What does it mean to have a high-priority shipbuilding project in the Navy that takes ages to come to fruition despite years of being front-of-the-line allocation when it comes to money and manpower?

The Columbia-class ballistic missile submarine program, which is planned as a 12-boat replacement of the aging Ohio-class “boomers,” has an estimated 17-month lead ship delay of US District of Columbia (SSBN-826), and is now due in 2029. Its long-run cost has been estimated as 348 billion throughout its lifecycle, but the schedule fact has caused the Navy to deal with a narrow overlap: Ohio class-tests are due to retire by 2027, and the first Columbia must finish check out and certification preceding its first patrol.

On a shipyard level, the deficit appears to be less of a one technical failure than a throughput under pressure. Columbia construction relies on a modular construction distributed on General Dynamics Electric Boat and Newport News Shipbuilding, as well as a supplier network in which sole-source production is typical. The bottlenecks created are manifested by the late major equipment, the unequal material supply, and the out-of-sequence work performed, which are the drivers of rework and works which burn the limited hours of skilled labor. Simultaneously, the industrial base is also likely to sustain attack-submarine production and the workload collision is now a routine issue to the planners monitoring Virginia-class production targets. The Navy has said that it must employ more than 140,000 skilled personnel within the next ten years to meet targets of building submarines and maintaining the fleet, an amount that puts the hold-up in the building of the Columbia in perspective as a labor and capacity issue as much as a shipyard-scheduling issue.

But there are tangible indications of progressive movement within the construction. The leadership of the Electric Boat has reported that the lead submarine was about 60% done, and key modules have been arranged to be used in the final assembly. The production image is moving towards integration and test work which is more likely to reveal discrepancies between design items, material preparations and the physical facts of putting together big hull sections on an inexorable schedule.

There is a specific arrival of infrastructure additions to decrease friction at that stage. Electric Boat has received a new floating dry dock to assist in the building of Columbia and is located to operate in conjunction with the assembly facilities of the yard. The capacity is its point: the greater the controlled waterfront space, the larger sections to deal with and the work on the critical path that is finished without having to wait on the limited availability of the dry-dock space.

Supply of propulsion is also being strengthened. Leonardo DRS has also established a naval power and propulsion unit in Charleston, South Carolina that aims to produce, test and build electric power and propulsion units which are utilized in the submarine and surface forces. The electric-drive structure of the Columbia design introduces the issue of reliable component flow that is more valuable and the scope of the facility involves turbine-related design and test effort which is related to the naval propulsion.

Workforce development has received the other half of the fix. Talent Pipeline efforts have been emphasized in multiple regions by Naval Sea Systems Command with some of the programs involving over 290 defense industry and 140 academic partners and have identified over 2,100 individuals entering submarine-industrial-base careers. The intent was summed up by one of the Navy releases by Rear Adm. Scott Pappano: These Signing Days highlight the many meaningful careers paths to be found in submarine manufacturing and the good-paying jobs being created in communities across the country.

The program-level impact of the Columbia schedule slip remains, but the more telling tale is technical- Columbia is trying to reinstate a production system even though it is already operating at full capacity. New docks, new propulsion power, and expanded pipelines of talent fail to cancel the 17 months lag- but they indicate that the recovery effort in the program is being calculated.
