The Navy’s F/A-XX Program Risks Losing More Than Time

Indeed, ‘The Navy’s vision for a sixth-generation carrier-based fighter aircraft, called F/A-XX, was to provide range, stealth, sensors, and unmanned aircraft integration in the most demanding environments,’ but despite investments in excess of $2.5 billion in research and development costs to date, ‘there is still no contract award and the future is clouded with uncertainty and shifting priorities.’

The F/A-XX has been conceptualized for more than a decade now as a future replacement for F/A-18E/F Super Hornet and EA-18G Growler aircraft. It is also intended to supplement F-35C. It is quite evident that the Navy has a very specific need for a platform that is going to be able to ensure air superiority even in the future decades of the 21st century. It has been reiterated by Adm. Daryl Caudle, the current Chief of Naval Operations.

Nonetheless, the latest budgetary moves by the Pentagon have raised uncertainty about the program’s course. The fiscal year 2026 budget request provides a meager $75 million for F/A-XX, which is a far cry from previous estimates that reached $1 billion. Congress has already expressed its disapproval, with the House Appropriations Committee recommending close to $1 billion for the program, with provisions for initial operational capability. This budgetary difference, however, hides a larger policy dilemma: whether the defense industry infrastructure has the capacity to support two sixth-generation fighter programs concurrently, with the Air Force’s F-47 program being well-funded.

Industry, on the other hand, has been readying itself for some time. Boeing has shown concept art with a fresh look at its F/A-XX offering, which has nods to its winning design in the F-47 bid, indicating that there could be some commonality between these two aircraft. Northrop Grumman has put out its own concept art, which has a strong emphasis on stealth, drawing heavily from its B-21 Raider program. Both of these firms have been developing production facilities, with Boeing in Missouri and Northrop Grumman in Florida.

However, such uncertainty comes with its own set of implications. In the absence of a contract award, it becomes difficult for the prime contractors to retain engineers in a state of limbo. In a competitive job market, it is likely that highly skilled aerospace engineers would shift towards projects that are less uncertain in terms of funding. Such a loss not only impacts F/A-XX but leads to a degradation of the overall defense industry.

The challenges do not end with the personnel. The U.S. defense industry is already struggling with vulnerabilities in its supply chain, evident in other programs where the lack of metals, electronics, and propulsion systems has hindered production. The Navy’s own unmanned carrier aviation program, the Collaborative Combat Aircraft, is not immune to these challenges. A potential slowdown in the F/A-XX program could result in a capability gap in the air wing that will only be temporarily filled through stopgap solutions like navalized variants of the Air Force’s F-47.

Strategically, the delay is happening at a point when the potential adversaries are also ramping up their work on the next-generation fighters. For instance, China is already operating a significant number of fifth-generation fighters, as well as working on the development of the sixth generation. In this context, the delay is making it increasingly difficult to remain on par.

The Navy leadership has been vocal about the need for the F/A-XX, but without agreement among the Pentagon, Congress, and the White House, this too could drift further into the unknown. As for the industrial base, the implication is the same: predictable demand is the only way to retain the labor, facilities, and innovative capacity to deliver such big programs.

Ultimately, however, the F/A-XX represents not merely a particular aircraft program, but a test of how the United States chooses to navigate the strategic needs of the country, the capabilities of its industry, and its fiscal reality. “The longer the wait, the more likely it is that the Navy not only loses time but also the momentum it has maintained for so long.”
