Does the fate of Ukraine’s cities depend on the engineering capabilities of its air defenses? That was the question that underscored President Volodymyr Zelenskyy’s high-stakes meeting this week in Washington with Raytheon executives, the US defense giant that produces the Patriot missile system.

Zelenskyy’s trip was made during Russia’s escalation of its campaign of air raids, sending over 500 drones and dozens of missiles per day against civilian targets, including Ukraine’s energy grid. The President highlighted the Patriots’ role in “saving many lives of Ukrainian citizens” and called for deeper cooperation to support Ukraine’s long-range defenses. Raytheon officials reiterated their willingness to continue assistance, with talks ranging from production capacity to delivery schedules and the possibility of joint U.S.-Ukrainian production.
The Patriot system, a cornerstone of Ukrainian anti-ballistic missile defense, has been increasingly challenged. The U.S. Defense Intelligence Agency states that Russian short-range ballistic missiles like the Iskander-M and North Korea-supplied KN-23 have employed quasi-ballistic flight profiles and radar-decoy systems that make interception more difficult. These missiles can change flight path mid-course, requiring Patriot’s software to real-time recalculate impact points a challenging task under conditions of a massed attack. Ukrainian Air Force reports indicate that in a June 28 attack that used seven ballistic missiles, one was intercepted; in a more extensive July 9 attack, seven of thirteen were halted or suppressed.
Ukraine’s reliance on Patriot is stark. The country has received three batteries from the U.S., two from Germany, one from Romania, and a composite system from Germany and the Netherlands. Each battery can be paired with different interceptors, but the global supply chain for these munitions is strained. Switzerland’s delivery of Patriots was delayed to prioritize Ukraine, underscoring the competition for limited production.
Aside from air defense, Zelenskyy’s Washington agenda also covered negotiations for the procurement of ATACMS missiles surface-to-surface ballistic missiles constructed by Lockheed Martin with a range of as much as 300 kilometers. Dispatched at high velocity and steep trajectories from M270 MLRS or M142 HIMARS launchers, ATACMS are hard to intercept. They can be equipped with either a cluster warhead for area targets or a 225-kilogram high explosive for hardened buildings. Estimated at around $1.5 million each, they are expensive, but their range would enable Ukraine to target Russian military installations far behind the front, likely interfering with logistics and aerial activities.
New U.S. policy has enabled Ukraine to employ ATACMS against Russian targets within Kursk province, where Ukrainian troops control more than 1,000 square kilometers. The policy shift comes after Russia sent tens of thousands of soldiers, including North Korean troops, to recapture the territory. Military strategists observe that precision attacks against headquarters, supply bases, and artillery might nip such offensives in the bud, although the Pentagon’s small inventory around 2,400 missiles, half of them past due will limit Ukraine’s distribution.
The sense of urgency is increased by Russia’s resort to “firepower strike” strategies: massed, coordinated barrages of cruise missiles, ballistic missiles, and attack drones intended to overwhelm defenses. Weapons such as the X-101, Shahed-136, and Iskander-M are used in waves and normally hit the same target multiple times to obstruct repair teams. Russia fired around 450 drones and 30 missiles at energy infrastructure alone on October 9, incapacitating 60 percent of Ukraine’s gas production.
These logistical and engineering imperatives mold the battlefield as much as policy choices. Patriot radar software, interceptor supply, and ATACMS production rhythm will dictate how rapidly Ukraine can keep pace with changing missile threats. Zelenskyy’s negotiations with Raytheon indicate not merely a request for additional hardware, but for solution sets balancing manufacturing, technology advancement, and tactical employment to address the needs of a war in which competitors continually update their guns.
