It was a combination of bluster and measured pressure that President Donald Trump remembered reliving as he asked Vladimir Putin, “Would you mind if I gave a couple of thousand Tomahawks to your opposition?” The Russian leader, Trump continued, “didn’t like the idea.” That conversation framed the stakes in Washington’s deliberations about whether to equip Ukraine with one of the most potent long-range strike weapons in the American inventory the BGM-109 Tomahawk cruise missile.

Produced by RTX Corporation, the Tomahawk is a subsonic cruise missile powered by jet that is precision-guided and has been in use since the early 1980s. The new Block V variant also maintains the signature characteristics that have propelled the weapon as a staple of U.S. and allied militaries: a range of up to 1,550 miles, a 1,000-pound conventional payload, and the capacity to cruise at low altitudes at 550 miles per hour, skimming terrain to avoid radar detection. Some versions possess the capability to loiter off a target and be reprogrammed in flight, enabling dynamic retargeting against mobile assets.
Tomahawks fly by a highly integrated combination of GPS, inertial navigation, terrain contour matching, and digital scene-matching area correlation, allowing them to hit fixed, high-value targets with unprecedented accuracy. The guidance suite was first developed to counter Soviet-era air defenses many of which are still in Russian stocks today. The low radar cross-section and terrain-following flight profile of the missile make it difficult for even advanced integrated air defense systems to intercept.
For Ukraine, the strategic value is obvious. Existing Western-provided systems like the Storm Shadow and ATACMS have ranges of approximately 150–300 miles, confining strikes to objectives in the vicinity of the border. A Tomahawk’s range would bring more than 1,900 Russian military targets, including air bases, arms factories, and energy facilities, within reach, based on battlefield estimates from the Institute for the Study of War. Moscow itself would be in range, although Ukrainian strategy to date has targeted military more than symbolic objectives.
The problem is in launch capability. Tomahawks are normally launched from vertical launch system (VLS) cells on warships, torpedo tubes on submarines, or dedicated ground-based platforms like the U.S. Army’s Typhon system. Ukraine has none. Shifting the missile to land use would involve either moving Typhon launchers or creating compatible systems, a process of integrating canisters, fire control software, and secure communications links to support mission data uploads. The recent acquisition by the U.S. Marine Corps of ground launchers for the Tomahawk purchased at around $6.2 million each provides an example of how such capability might be deployed ashore.
Stockpile limitations introduce another level of complication. The United States has bought about 9,000 Tomahawks since the program started, but thousands have been retired or used in Gulf War operations through to recent attacks against Houthi targets in Yemen and Iranian nuclear facilities. Production lead times can stretch to two years, and the Pentagon ordered only 22 new missiles in 2024. Analysts estimate that between 20 and 50 missiles might realistically be spared without eroding readiness for other theaters, notably the Indo-Pacific, where Tomahawks are integral to deterrence against China.
If used in great enough quantity, the missiles might energize Ukraine’s current campaign against Russian energy infrastructure a sector that supports both Moscow’s economy and war effort. Ukrainian drones and indigenous long-range missiles already have compelled almost 40 percent of Russia’s refining capacity to shut down temporarily, as energy market analyses calculate. A focused Tomahawk attack package against pipelines, storage facilities, and nodes of oil pipelines would aggravate fuel shortages, dislocate logistics, and push Russia’s capacity to maintain front-line operations to the limit.
Cruise missiles with precision guidance such as the Tomahawk provide operational flexibility in target choice. Military commentators point to their value against transport bottlenecks, marshalling points, and immobile vehicle convoys targets that, when destroyed, can slow down or stop offensive momentum. Its massive warhead and accuracy render it useful for knocking out hardened targets, like drone manufacturing plants or command and control centers, with fewer rounds than lighter weapons.
Russia’s government has indicated concern. Foreign Minister Sergey Lavrov indicated that it would be “an escalation, and a very serious one,” to provide Tomahawks, while Kremlin spokesman Dmitry Peskov threatened nuclear-capable versions removed from U.S. service in 2013 but not forgotten by Russian planners en route to its shores. This kind of language is indicative both of the political symbolism and of the military effectiveness of the weapon.
Whether or not the U.S. decides to transfer Tomahawks will depend on weighing geopolitics, inventory facts, and launch integration timelines. From the perspective of Ukraine’s defense planners, the math is simple: a missile that can strike deep in Russia, penetrate defenses, and deliver a decisive blow might represent a precious chance to change the war’s strategic dynamics.
