It is one thing to own a weapon with the reach to hit far into an enemy’s heartland; it is another to be able to fire it. That is the ultimate question in the Biden administration’s discussions over whether to supply Tomahawk cruise missiles to Ukraine a step President Donald Trump has publicly used as both a potential battlefield balancer and a diplomatic card in negotiations with Moscow.

The Tomahawk Land Attack Missile, or TLAM, is a guided, jet-fueled cruise missile designed and built by RTX Corporation (formerly Raytheon) and in US military service since the early 1980s. The modern Block V configuration can travel approximately 1,000 to 1,550 miles at approximately 550 miles per hour, and has a 1,000‑pound conventional warhead. It guides itself on a layered guidance suite: GPS and inertial guidance for midcourse correction, supplemented by a Terrain Contour Matching system that cross-checks onboard maps against real-time terrain so it can check its track. Certain versions can “loiter” over a target and be retargeted in flight, a feature defense analyst Michael Clarke said enables commanders to “choose your target dynamically as things might alter on the ground.”
Historically, Tomahawks were fired from the U.S. Navy’s vertical launch systems on destroyers and cruisers, or from submarine torpedo tubes. Ground launchers are a new development, coming into being after the U.S. withdrawal from the Intermediate-Range Nuclear Forces Treaty in 2019. The Army’s 2023 Typhon system, and the Marine Corps’ since-discontinued Long Range Fires program, both repurposed the Mk 41 naval launcher for terrestrial use. They are also rare: just two Typhon batteries, each composed of four launchers, were installed in the Pacific by 2025. A launcher is approximately $6.2 million, while each missile costs approximately $2.2 million based on variant.
Ukraine does not have compatible launch platforms. Without naval platforms with which to host vertical launch cells, Kyiv’s only feasible option would be ground-based systems. Shipping Typhon launchers from American inventories would be politically and strategically contentious, considering Pentagon fears of depopulating forces in the Pacific. Alternatives, including the recently conceived Oshkosh Extreme Multi-Mission Autonomous Vehicle a mobile launcher capable of carrying four Tomahawks exist at the early stages of development and have yet to be tested in combat. Retrofitting legacy equipment, such as former BGM‑109G Gryphon launchers from the 1990s, would take extensive work.
Aside from hardware, operating Tomahawks requires advanced mission planning. Flight paths need to be calculated to bypass air defenses, and waypoints loaded into the missile along with high-resolution terrain maps for TERCOM targeting. That creates classified intelligence-sharing issues: would the U.S. preload targeting information prior to delivery, or provide Ukrainian staff access to sensitive databases? There is precedent in the past Storm Shadow missiles supplied by the British depend on Western targeting assistance but the Tomahawk’s navigation sophistication may necessitate more extensive integration.
Strategically, the range of the missile would put more over 1,900 Russian military targets at the reach of Ukrainian forces, writes the Institute for the Study of War. They include air bases, weapons plants, and energy infrastructure the latter a possible choke point on Russia’s economy and war effort. Center for Strategic and International Studies analysts have contended that a targeted campaign on energy targets, if maintained on scale, could replicate the “catastrophic” impact of World War II Allied oil strikes. Nevertheless, they warn that several missiles would have little effect; hundreds would need to be launched in order to compel strategic alteration.
The combat history of the Tomahawk highlights its consistency. It was first introduced in the Gulf War and has since been employed in Balkans through Middle Eastern conflicts, ranging from American attacks against Syrian airbases in 2017, Houthi rebel targets in Yemen, and Iranian nuclear installations in 2024. Its radar-evading, low-altitude flight profile and precision strike mode render it hard to intercept, something Russian authorities were reminded of recently. Kremlin spokesperson Dmitry Peskov called the prospect of Tomahawks in Ukrainian hands a “serious escalation,” warning that certain variants’ nuclear-capable history complicates Russian threat assessments.
For Washington, the choice is part of worldwide posture. Tomahawks are among the rare weapons applicable to both the European and Pacific theaters, and sending them to Ukraine might stretch readiness toward China. But for Trump, the possible transfer is also a gesture of diplomacy. “Would you mind if I gave a couple of thousand Tomahawks to your opposition?” he recounted asking Vladimir Putin, adding, “Nobody wants Tomahawks shot at them.”
Whether the missiles end up in Ukraine will hinge not just on political will, but on engineering and logistical fixes to deploy them a reminder that capability in modern warfare is as much platform as projectile.
