During the 27 days from September 9 to October 6 this year, European airspace accounted for at least 39 incidents involving drones, from Norway to Belgium. The intrusions, some believed to be Russian, highlighted an increasing weakness in the skies over the continent and hastened developments for a continent-wide counter-drone system.

EU foreign affairs chief Kaja Kallas announced that an upgrade to an anti-drone system needs to be “fully operational by the end of 2027,” presenting it as a key milestone in the bloc’s Defence Readiness Roadmap 2030. “Drones are already redefining warfare. Having drone defences is no longer optional for anyone,” she stressed, citing lessons learned from Ukraine’s ongoing fight against Russia’s Shahed and Geran drone fleets.
The project, now officially the European Drone Defence Initiative, has grown from an eastern border “drone wall” into a multi-layered, interoperable network across thousands of kilometres. The system will combine radars, acoustic sensors, radio-frequency detectors, and optical tracking arrays with kinetic and non-kinetic interceptors. The architecture demands a 360-degree, multi-layered framework to detect, track, and neutralise drones of all sizes and flight profiles.
Ukrainian combat experience is being drawn on in planners’ ideas to integrate machine guns, autocannons, short-range missiles, and interceptor drones with electronic jammers and directed-energy weapons. Targeting algorithms based on artificial intelligence will assist in separating enemy drones from civilian or friendly assets in crowded skies. “There is no one-size-fits-all solution,” stated Dominic Surano, director of special projects at Nordic Air Defence, highlighting the diversity of countermeasures required.
The roadmap positions the anti-drone shield as part of a wider set of defenses, including an integrated European Air Shield against missile threats and a Defence Space Shield to safeguard orbital assets. These defenses will be interconnected with the detection and interception networks of NATO itself, so that EU capabilities support but do not replicate alliance operations. NATO Secretary-General Mark Rutte confirmed the alliance is “testing integrated systems that will help us detect, track and neutralise aerial threats” along the eastern flank.
Cost remains a sensitive issue. While European Defence Commissioner Andrius Kubilius insisted “we’re not talking here about hundreds of billions,” experts caution that high-level drone protection is resource-intensive. Russia’s Geran Shahed-type drones are about $50,000 apiece, but protecting one high-value target can involve systems that cost many times more. This has kept the sceptics like German Marshall Fund’s Daniel Hegedus at bay, warning that “the term ‘drone wall’ raises many expectations that simply cannot be fulfilled.”
The strategy also touches on military mobility, suggesting an EU-wide network of land corridors, airports, and seaports to transport troops and equipment at high speed. Harmonised procedures would become the rule to replace the present patchwork, with some states taking up to 45 days to approve transit requests. By end-2027, mobility infrastructure is to be completely aligned with NATO standards, allowing for rapid reinforcement of threatened sectors.
Funding instruments are still pending. The Commission has suggested increasing defence expenditure to €131 billion in the upcoming multi-annual budget, including €18 billion for military mobility. More investment may be possible through the European Investment Bank’s €1 billion “fund of funds” to speed up defence-related scale-ups, as well as private investment incentivized through a Savings and Investments Union.
Operational timeframes are constrained. First anti-drone capability is planned for late 2026, with full capability in 2027. The Eastern Flank Watch combining ground, air, and sea defences is planned to follow in 2028. By 2030, the EU plans to fill key gaps in air, missile, and artillery defence, developing a posture that can deter or rebuff high-intensity conflict.
For Brussels, the stakes are understandable. “Danger will not disappear even when the war in Ukraine ends,” Kallas cautioned. The tech race to dominate Europe’s skies has now been compressed into months, not years, and the engineering challenge equals the geopolitics challenge.
