In a part of the world where air superiority can determine political influence, Addis Ababa’s reported acquisition of up to six Russian Su-35S fighter aircraft marks a decisive intensification of its air force modernization. Leaked documents from the Black Mirror hacker group outline the proposed sale by Rostec, which puts Addis Ababa in line to upgrade from legacy Soviet-era Su-27s to one of Russia’s most advanced 4++ generation multirole fighters. The Su-35S is equipped with thrust-vectoring Saturn AL-41F1S engines, enabling extreme maneuverability, and the Irbis-E passive electronically scanned array radar, capable of detecting targets at ranges exceeding 400 kilometers and tracking up to 30 simultaneously. With a maximum speed of Mach 2.25 and a combat radius of more than 1,500 kilometers, the platform provides Ethiopia beyond-visual-range striking capability that would surpass regional competitors’ MiG-29s and F-16s and even rival Egypt’s Rafales in disputed airspace.

The Su-35S acquisition is the follow-up to Ethiopia’s recent purchase of overhauled Su-30K fighters from Russia. Produced originally in the 1990s for Indian service, the aircraft were returned in 2007 and subsequently refurbished for Ethiopian operation. Delivered in early 2024, the Su-30Ks introduced multirole capability with sophisticated avionics, electronic warfare systems, and the ability to accommodate precision-guided munitions. Alexander Mikheyev, Rosoboronexport’s Deputy General Director, said, “We proposed to modernise them in order to improve their tactical and technical characteristics and equip modern air-to-ground missiles.” This upgrade program has played an important role in covering Ethiopia’s capability gap until more sophisticated platforms are developed.
Adding to its manned fleet, Ethiopia has incorporated Turkish-produced Bayraktar Akıncı drones into its inventory. The Akıncı is a HALE-class unmanned air system with an operating ceiling in excess of 11,000 meters and a 25-hour endurance. It is capable of carrying a wide payload MAM-L and MAM-C guided munitions, CIRIT and L-UMTAS missiles, MK-series bombs, and possibly the SOM-A cruise missile with a 240 km range. Equipped with artificial intelligence for advanced signal processing and situational awareness, the Akıncı’s onboard systems can autonomously identify, track, and prioritize targets, enhancing Ethiopia’s reconnaissance-strike integration. The Akıncı A variant in Ethiopian service uses twin 450 HP engines, delivering a total of 900 HP, and can be fitted with Turkish AESA radar for expanded detection capabilities.
This drone acquisition joins other Ethiopian service UAVs, such as Bayraktar TB2S, Iranian Qods Mohajer-6, and Chinese Wing Loong systems. Taken together, these platforms offer layered ISR and precision strike capabilities, enabling Ethiopia to project force without endangering pilots in hostile environments. Combining AI-capable drones with advanced fighters such as the Su-35S represents a general trend among contemporary air forces toward networked, multi-domain operations.
The leaked files also expose similar Russian weapons deals in North Africa, including Algeria’s intended purchase of 12 Su-57E fifth-generation stealth fighters and 14 Su-34ME fighter-bombers. The Su-34, based on the Su-27 line, integrates long-range strike with sophisticated survivability features like the L-265VE “Khibiny-U” electronic warfare suite. Its cockpit armor, side-by-side seating, and up to 12,000 kg payload capacity turn it into a potent interdiction platform. In operations in Russian Ukraine, Su-34s have used hi-lo-hi bombing profiles to evade Patriot missile defenses, and frequently in conjunction with Su-35S escorts a deployment combination that could influence Ethiopian tactics if both aircraft types become part of its inventory.
For Ethiopia, the Su-35S’s supermaneuverability, advanced sensors, and adaptability to cutting-edge munitions would allow it to maintain continuous patrols over key assets such as the Grand Ethiopian Renaissance Dam, a hotbed of Nile Basin geopolitics. Such high-performance aircraft come at the cost of extensive pilot training presumably in Russia and an expansive logistics network for spare parts and specialized maintenance. The financial burden of flying these jets is considerable, especially for a nation with economic woes and humanitarian crises.
From a technical standpoint, the Su-35S’s induction into Ethiopian service is a quantum leap in avionics maturity, propulsion technology, and interoperability of weapons systems. Its thrust-vectoring nozzles enable post-stall flight that can radically change close-range combat scenarios, while its radar-absorbent coatings make it harder to detect. The Akıncı’s AI-based targeting augments these capabilities by pushing battlespace awareness beyond that of the fighter’s sensors, allowing synchronized attacks with near-zero latency.
In the insecure environment of the Horn of Africa, such capabilities might inhibit invasion and reorganize regional military dynamics. However, as in Algeria’s quest for Su-57 and Su-34 platforms, these procurements also constitute a sign of deeper geopolitical affinities with Moscow that may attract retaliatory measures from competing states and monitoring by NATO-aligned states. The convergence of cutting-edge Russian fighter technology and AI-assisted drone warfare in Ethiopia signals a shift in African air power one fueled as much by technological advances as by changing strategic necessities.
