Congress Orders Upgrade, Adding 32 Combat-Ready F-22 Raptors

Can a fleet of “retired” stealth fighters be repurposed overnight as America’s next major air-to-air advantage? That’s exactly what Congress has initiated by halting the U.S. Air Force’s plan to retire its oldest Block 20 F-22 Raptors. Rather than retire these training-only planes to the boneyard, lawmakers have ordered a comprehensive modernization program that will bring them up to full combat-code status expanding the operational Raptor force by over 20 percent.

The move is at a timely point. The next-generation F-47 fighter of the Air Force under the NGAD program is uncertain in production and might experience delays, such as an impending labor dispute at Boeing’s St. Louis plant where the aircraft is manufactured. By modernizing the Block 20s, the Air Force has a buffer against these risks, maintaining its air superiority capability well into the 2030s.

The modernization package is technologically aggressive. At its heart is an open mission systems architecture a software-defined spine that enables quick integration of new avionics, sensors, and weapons without the time-, money-wasting rewiring characteristic of legacy fighters. This design replicates the upgrades already being done for Block 30/35 Raptors and is intended to keep up with changing threats. “The F-22 continues to be central to the U.S. Air Force’s force structure, and the ability to keep it at the forefront of the fight is paramount,” said OJ Sanchez, vice president and general manager of Lockheed Martin’s Skunk Works.

Stealth upgrades constitute another mainstay of the upgrade. Developments in radar-absorbing coatings now consist of multi-layered films with broadband absorption, metamaterial structures that absorb radar energy between 2–18 GHz, and nanostructured fillers retaining low observability even under severe thermal stress. Not only do these materials lower radar cross-section, but they also enhance survivability against supersonic heat loads, a requirement for the F-22’s sustained supercruise operation.

Sensor modernization will greatly enhance the Block 20’s awareness of its situation. Infrared search and track (IRST) sensors, advanced threat warning receivers, and an Infrared Defensive System (IRDS) will allow detection of stealthy opponents and incoming missiles independent of radar. These improvements are supplemented by new electronic warfare suites able to counter highly complex jamming and radar systems employed by peer adversaries.

Weapons integration is also progressive. The newer Raptors will be equipped with the AIM-260 Joint Advanced Tactical Missile, a beyond-visual-range missile with more speed, range, and kinematic capability than the AIM-120 AMRAAM. Intended to counter advanced Chinese and Russian air-to-air missiles, the AIM-260 employs a small airframe to fit internal bays while expanding engagement envelopes, maintaining the F-22’s stealth profile.

The most revolutionary change may be the incorporation of crewed-uncrewed teaming capability. The Block 20s will be upgraded to command Collaborative Combat Aircraft (CCA) drones, like the YFQ-42A and YFQ-44A prototypes. This integration will utilize the F-22’s secure Inter-Flight Data Link for robust communications, with cockpit-mounted tablets allowing pilots to guide autonomous wingmen in real time. “The F-22 is kind of at the forefront of how to do that,” Sanchez said, highlighting the aircraft’s double life as a combat vehicle and as a proving ground for NGAD systems.

The operational value of these upgrades is considerable. Expanding the combat-coded fleet from 143 to about 175 aircraft improves flexibility in deployment, enables persistent presence in several theaters, and maintains training capacity without drawing-down frontline fighters. Gen. Kenneth S. Wilsbach, commander of Air Combat Command, underscored, “Right now, frankly, there isn’t an F-22 replacement,” underscoring the imperative of maintaining every useful airframe in service.

For a program estimated to cost $3.3 billion, this one isn’t cheap. But as a cheaper alternative to coming up with brand new fighters or taking frontline aircraft out of commission for training, the expenditure provides a cost-effective way to keep air supremacy. And while the F-47’s schedule remains in flux, these refurbished Block 20s might be a mainstay of U.S. airpower well into the 2040s, holding down the fort until the next generation is ready to roll.
