India to Receive Final S-400 Delivery from Russia in 2026 Amid Strategic Shift

What does it take for a country to defy the threat of sanctions from the world’s leading economy and yet continue with a contentious weapons sale? For India, the solution is in a $5.43 billion agreement with Russia for the S-400 Triumf air defence system a platform whose capabilities in the heat of battle have already started to remake South Asia’s military equilibrium.

Russia will ship the fifth and last S-400 system to India in 2026, finishing a contract inked in October 2018 despite repeated threat by Washington of potential sanctions under the Countering America’s Adversaries Through Sanctions Act (CAATSA). Four systems are already operational in Indian forces, stationed in strategic areas to defend against both Chinese and Pakistani air threats. The United States has until now avoided invoking CAATSA, made easier with the recent Congress approval of an India-specific waiver amendment, with Congressman Ro Khanna stating, “The United States must stand with India in the face of escalating aggression from China.”

The S-400’s combat debut within Indian forces occurred during Operation Sindoor in May 2024, a four-day near-war with Pakistan initiated by the Pahalgam terror attack. During that war, the system locally named the Sudarshan Chakra was also accredited with the neutralization of inbound Pakistani missiles and drones, compelling strike platforms to abort sorties. Indian officials reported that during the conflict, the integrity of the system was maintained throughout, even while being saturated in attack. Its sensor suite, with the 91N6E Big Bird radar with 600 km detection range, and the 92N6E Gravestone fire-control radar, enabled concurrent tracking of dozens of threats.

Technically, the S-400 is a layered defence system. It has missiles that can fire off two different types, ranging from the 9M96E2, which can engage agile close-in targets up to 120 km, to the 48N6DM which can reach out to 250 km, and the long-range 40N6 interceptor with an alleged 400 km range for engaging high-value assets such as AWACS. One battery can attack as many as 36 targets simultaneously, including aircraft, UAVs, cruise missiles, and even ballistic missiles at altitudes of up to 30 km. Mobility underlies its survivability: transporter-erector-launchers can move in minutes, making them difficult for the enemy to target.

The effectiveness of the system in May 2024 was reinforced by India’s deeper integrated air defence system, which combined the S-400 with local and foreign systems to counter the Pakistani combination of Chinese-supplied HQ-9 surface-to-air missiles, PL-15 air-to-air missiles, and swarming drones. The Indian Air Force’s capability to neutralise Pakistani air and missile resources following the initial day of fighting demonstrated the merit of such multi-layered defence in contemporary high-intensity combat.

Yet New Delhi’s gaze is already shifting beyond the S-400. Officials have expressed interest in the S-500 Prometheus, Russia’s next-generation system designed to counter threats the S-400 cannot fully address such as hypersonic glide vehicles and low Earth orbit satellites. The S-500’s specifications mark a qualitative leap: detection of ballistic targets at 2,000 km, interception of airborne targets at 400 km, and engagement altitudes reaching near space at 200 km. It is capable of tracking stealth aircraft, can simultaneously track up to 10 targets, and uses 77N6 hit-to-kill interceptors for ballistic missile defence with quicker reaction times of 3–4 seconds.

The attraction of such capabilities is evident in the South Asian context. The Four-Day War showcased the manner in which engagements can rapidly escalate from precision strikes to swarming drone and missile exchanges. India’s emerging doctrine, articulated by Prime Minister Narendra Modi as a “new normal,” now emphasises imposing direct costs on the “Pakistani military-terrorist complex” rather than merely signalling resolve. This shift, combined with advances in stand-off weapons and air defence, allows calibrated escalation without full-scale mobilisation of ground forces a departure from the Cold Start debates of the past two decades.

From a technical viewpoint, the S-400’s interoperability with older systems and modularity provide India with freedom of deployment and integration. Its 55K6E command-and-control vehicle has the capability to communicate with other Russian-designed systems such as the SA-12 and S-300, providing a networked defence grid. During combat, this translated into Indian batteries during Operation Sindoor being able to share tracking information between sectors so that incoming targets are engaged by the most optimally placed launcher.

With the last delivery of S-400 nearing, the platform’s place in India’s air defence hierarchy is secure but its strategic implications are yet to be seen. The mix of tested performance on the battlefield, immunity to foreign political pressure, and the allure of next-gen systems such as the S-500 indicates that India’s investment in multi-layered, long-range air defence is not merely one of defending its skies. It’s one of redefining the math of deterrence in one of the world’s most unstable regions.
