“Never before in history has Ukrainian defense been so long-range and so felt by Russia,” declared President Volodymyr Zelenskyy this week, as the curtain was drawn back on Kiev’s newest iteration of the Neptune cruise missile, a weapon that has gone from a coastal-vessel destroyer to a precision land-attack system that can target deep within Russian territory.

The new variant, shown to European and NATO officials by Defense Minister Denys Shmyhal, has two large bulges on its forward fuselage. Missile engineers and analysts commonly interpret them as auxiliary fuel tanks, a relatively simple addition that can radically increase operational range without changing the missile’s core architecture. The placement of these tanks, immediately in front of the leading fins, indicates they are incorporated into the Neptune’s current fuel distribution system and not as structural fairings. Given the internal configuration inherited from the Soviet-era Kh-35, this area usually contains navigation and avionics modules, so the redesign involved precise reconfiguration of interior systems to fit the additional volume of fuel.
The baseline R-360 Neptune, manufactured by Ukraine’s Luch Design Bureau, is propelled by a tiny turbofan engine and was initially capable of a range of approximately 300 kilometers with a 150-kilogram warhead. Early in the conflict, Ukraine launched a land-attack variant with a GPS-aided inertial guidance system and imaging infrared seeker in place of the active radar employed for naval targeting. This provided the missile with the precision strike capability against fixed land targets at ranges greater than 360 kilometers. The subsequent RK-360L “Long Neptune” extended range to 1,000 kilometers with the use of a longer fuselage, broadened body, and larger straight-swept fins to house additional fuel and a heavier 260-kilogram warhead.
The newly disclosed fuel-augmented Neptune seems to bridge a tactical niche between the original and Long Neptune. By increasing reach at less than full redesign of the RK-360L, Ukraine can fire more missiles at less cost of production while keeping its longest-range assets for strategic targets. This tiered doctrine is reminiscent of Western cruise missile doctrine, with variants of a common platform optimized for different strike envelopes.
Range extension for cruise missiles tends to be done either by propulsion improvements or increasing fuel capacity. Here, the selection of added tanks is a reflection both of engineering practicality and combat urgency. Turbofan-powered cruise missiles burn fuel continuously on long subsonic missions; even small increases in onboard fuel can have large range benefits, particularly with optimized flight regimes at lower altitudes to avoid radar. Neptune’s airframe, which is based on the Kh-35, has sufficient structural strength to support the added weight without sacrificing aerodynamic stability.
Ukraine’s experience in combat with the Neptune series highlights the value added by such upgrades. Since 2022, the missiles have destroyed valuable Russian targets such as the Black Sea Fleet flagship Moskva, S-400 air defense systems, and oil infrastructure. In just the last year alone, Kyiv’s military has launched over 50 verified Neptune attacks, frequently in conjunction with long-range drones to saturate Russian defenses. The dual-domain strategy integrated cruise missiles with unmanned aerial vehicles has been most successful against hard or deeply defended targets, like cracking towers in refineries that are challenging to fix under sanctions.
The larger picture is Ukraine’s swift development of homegrown strike capabilities. In addition to the Neptune upgrades, Kyiv also deployed the 3,000-kilometer-range FP-5 Flamingo cruise missile with a warhead of 1,150 kilograms, as well as long-range drones such as the UJ-26 Bobr and An-126 Lyutiy with the capability of striking targets more than 1,500 kilometers away. These networks have played a key role in Ukraine’s offensive against Russian oil refining capacity, which, by market estimates, has been cut by as much as 40% in the past months due to successive attacks.
Though Storm Shadow and SCALP-EG missiles provided by the West are still in Ukraine’s inventory, their application is politically restricted. Indigenously manufactured weapons such as the Neptune variants avoid this constraint, enabling Kyiv to continue to apply pressure on Russian military-industrial targets well beyond the front. The public release of the fuel-augmented Neptune represents not merely a technological achievement but also a commitment of strategy: to increase range, scale production, and remain operationally independent in long-range strike warfare.
