“Now, in the fourth year of the full-scale war, it is simply strange to hear anyone claim they don’t know how to stop the flow of critical components,” President Volodymyr Zelenskyy declared this week, his ire enhanced by a technical fact: Russia’s Sunday night missile and drone attack contained over 102,000 foreign-produced components, numerous of them made in countries that have put sanctions on Moscow.

The nighttime raid was among the biggest in recent months 496 strike drones and 53 missiles fired throughout Ukraine, including about 250 Shahed-type loitering weapons. The imported parts totaling 100,688 imported components inside the drones within the drones, with the rest shipping to Iskander cruise missiles (1,500 parts), Kinzhal hypersonics (192), and Kalibr cruise missiles (405). The components came from United States, United Kingdom, German, Swiss, Japanese, South Korean, Dutch, Chinese, and Taiwanese companies.
The Shahed-136 drones, which were originally Iranian, are currently mass-produced in Russia with a combination of smuggled Western electronics as well as key Chinese components. Russian-built versions like the “Alabuga” reportedly include close to 300 imported components, 40 percent from China/Taiwan and 34 percent from the US, such as processors, microcontrollers, and analog-to-digital converters, says Ukrainian defense analysis. These electronics imported are at the heart of flight control boards, navigation modules, and guidance systems, which allow the drones to fly with accuracy even as they have low-cost frames.
Zelenskyy’s administration provided specific examples: US-built converters in Kh-101 missiles and Shahed drones, Kinzhal missile sensors, UK-built microcomputers for drone flight control, Swiss microcontrollers, and German switch connectors. The highest quantity of mixed microelectronics was from China and Taiwan, reflecting the robustness of Russia’s supply chains even under export prohibitions.
Reversing the chain of these components to their source demands sophisticated supply chain forensics. Ukrainian and coalition investigators employ serial number analysis, customs information, and teardown inspections to determine manufacturers. In others, such as diodes from Yangzhou Yangjie Electronic Technology Company Limited discovered in Russian glide bomb guidance systems, the trail ends at Chinese companies with international subsidiaries, including US distributors, making it harder to enforce. After leaving the country of origin, components frequently go through several intermediaries in jurisdictions with weak or no sanctions compliance before reaching Russian assembly lines.
Russia’s improvisation is as much about designing around improvisation as it is about supply. With local semiconductor manufacturing halted at 65-nanometer technology, Moscow takes “omni-use” chips from household items sometimes drawn from appliances such as microwaves or dishwashers and adapts them with heat sinks and insulation in order to withstand missile flight thermal stresses. The tactic avoids the requirement for military electronics without sacrificing operational performance.
The economic rationale for Russia’s drone saturation tactic adds to the challenge of sanctions. A Shahed is only about $20,000–$50,000 to manufacture, and intercepting it typically involves a surface-to-air missile that can cost several hundred thousand dollars. By accepting more than 75 percent loss rates, Moscow makes Ukraine waste disproportionate resources. Ukrainian defenses have tried layered tactics radar networks, acoustic sensors, mobile anti-aircraft units, and electronic warfare to reduce drone accuracy but the sheer number of attacks taxes even these innovations.
Countering the stream of foreign parts is now a top priority for Kyiv. Sanctions policy adviser to the president Vladyslav Vlasiuk has urged “a systemic, coordinated G7-level decision” to close the gaps. Options on the table include more stringent shipping restrictions, focusing on third-country transshipment centers, and sanctioning intermediary companies in countries such as Malaysia, Kyrgyzstan, and the UAE, that have become pathways for electronics going to Russia. However, as commentators point out, globalized supply chains and middle-power state geopolitical hedging make absolute exclusion improbable.
For defense technologists, the episode is a study in how new war takes advantage of civilian technology ecosystems. The same microcontroller that stabilizes a drone’s flight path may also govern a home heating, ventilation, and air conditioning system; the same GPS module navigating a missile may be integrated into a commercial weather station. Without solid, enforceable controls on such dual- and omni-use pieces, military supply chains can be rebuilt quicker than sanctions can be tightened.
