With the tide of Russian missiles and drone attacks on Ukraine growing to record levels, an urgent question is at hand: can leading-edge air defense systems like the Patriot, combined with legacy and new technologies, tip the balance in a war growing more defined by aerial threats and civilian casualties?

June 2025 was a dark milestone for Ukraine. The United Nations has reported the largest month-by-month toll of civilians in three years,the highest monthly civilian casualty count in three years, 232 killed and over 1,300 injured, a direct result of Russia’s intensification of long-range missile and sheer drone attacks. The scale of the attacks is staggering: one night saw 728 drones and 13 missiles launched against Ukrainian cities, Ukraine’s Air Force reported, smashing all previous records and pointing to the need for proper air defense.
As an answer, the United States has entered into a diplomatic and logistics agreement to supply Ukraine with Patriot air defense systems to Ukraine via NATO, with the alliance footing the bill. President Donald Trump told NBC News, “We’re going to be sending Patriots to NATO, and then NATO will distribute that,” emphasizing that “NATO is going to reimburse the full cost” of the weapons. Germany and Norway have already pledged to finance several batteries, and other European partners are expected to follow suit, creating a multi-national funding and delivery pipeline for urgently needed air defense assets.
The state-of-the-art capability of the Patriot system is the essence of this strategy. Lockheed Martin and Raytheon developed the Patriot (MIM-104), a long-range, all-altitude, and all-weather system for the defense against tactical ballistic missiles, cruise missiles, and enemy fourth-generation advanced fighter aircrafts. Its latest PAC-3 MSE interceptor employs hit-to-kill technology with a Ka-band radar seeker, offering a defended volume up to seven times larger than the previous generations. Its AN/MPQ-65A radar is capable of detecting and tracking up to 100 targets and firing nine missiles simultaneously, a critical capability against drone swarms and disuniform missile barrages.
Still, the Patriot is no panacea. Its high cost around $1 billion per battery paired with limited numbers means that it needs to be employed in a carefully managed manner. Ukraine’s air defense system is based on a layered architecture, that combines Soviet-era S-300s, NASAMS provided by the West, and newly purchased Patriots. Each tier attacks different elements of the threat spectrum: S-300s for long-range, high-altitude intercepts; NASAMS for medium-range multi-target engagement; and Patriots for precision, high-value intercepts, aimed at cruise and ballistic missiles. Ukrainian Defense Industry JSC recently announced the integration of indigenous systems into the NASAMS network with a view to achieving flawless command and control between platforms in order to achieve maximum coverage and efficiency.
This is not a technical, but a strategic unification. While Russia launches ten times more drones and missiles than a year ago, Ukraine’s ability for a “layered defense” is stretched on a daily basis. The Patriots’ advanced radar and high intercept rate have already been decisive, taking out Russian Kinzhal missiles and protecting Kyiv’s critical infrastructure in display battles.
The evolving nature of drone warfare, however, brings new challenges. Both Russia and Ukraine also now use massive swarms of low-cost, highly maneuverable drones, much of them guided by fiber optics to evade electronic countermeasures and overwhelm traditional defenses. The economics are basic: shooting down a $500 drone with an interceptor that costs multimillions is not viable. Thus, Ukraine is investing in natively designed interceptor drones and “last-mile” counter-UAS solutions net guns, autonomous interceptor drones, and point-defense systems to complement its high-end suite of systems and protect urban environments and critical infrastructure.
NATO’s decision to mobilize and finance Patriot shipments is a new path in alliance logistics and burden-sharing. U.S. Secretary of State Marco Rubio pointed out the benefit of velocity in exporting available European Patriot batteries to Ukraine and subsequently buying substitutes from U.S. producers. The model can be a template for future potential multinational defense programs, especially as swarms of drones and precision-guided missile attacks are the new signature of modern warfare.
