How Drone Strikes Are Exposing Russia’s Hidden Weaknesses in 2025

“The Russian-Ukrainian War has completely changed the nature of warfare,” previous Ukrainian commander Valeriy Zaluzhniy stated in April 2025, words echoed with each fresh attack deep within Russia’s military-industrial heartland. The nighttime drone strikes against Moscow Oblast, specifically the Kronstadt Group’s UAV factory in Dubna and Voronin Lukhovitsk Aviation Plant in Lukhovitsy, represent not only a tactical escalation, but a deep challenge to Russia’s capacity to defend its most technologically advanced aerospace assets under duress of international sanctions and technological disruption.

The Kronstadt Group, subject to sanctions by the EU, US, UK, and others since the Russian invasion, represents Russia’s inability to maintain UAV innovation in seclusion. Its product portfolio Molniya, Orion, Sirius, and Grom drones becomes the foundation upon which Russia stakes its plans for autonomous warfare. But consistent attacks on the Dubna plant the most recent being after a similar assault in May highlight the susceptibility of even Russia’s safest drone manufacturing centers. As per various regional sources, blasts shook Dubna with air defenses scrambling, with Moscow Mayor Sergei Sobyanin affirming, “air defences had destroyed one drone that was heading towards Moscow.” Emergency responders were quickly scrambled, but the attack sequence indicates a widening hole in Russia’s layered air defense system.

The Voronin Lukhovitsk Aviation Plant, 135 kilometers southeast of Moscow, is yet another key node in Russia’s aerospace chain. This plant not only produces and upgrades MiG-29 and MiG-31 fighter aircraft, but also has a role in the Geran/Shahed UAV upgrade cycle, mixing old-fashioned airpower with the new reality of drone warfare. Ukrainian and Russian sources verified that a minimum of two drones hit the factory, causing damage to a compressor station and partially toppling a wall. There were no reported injuries, but the attack serves to highlight how even ruggedized infrastructure is not entirely out of reach for sustained, pinpoint drone attacks.

The attacks come as part of a surge in Ukrainian UAV strikes against Russian defense industry complexes in Tula, Taganrog, and Lipetsk, which frequently leave facilities ablaze, structurally damaged, and temporarily off-line. In Tula’s Proletarsky district, for instance, explosions hit precision-guided munition plants, multi-launch rocket system plants, and air defenses. These sorties have compelled the temporary halting of production, such as when a drone struck a storage building at the Instrument Design Bureau, breaching its roof and walls and stopping operations.

Russia’s Defense Ministry reports high interception rates “air defense systems intercepted and destroyed 155 Ukrainian drones” overnight, 11 downed reportedly over Moscow Oblast alone. However, as outlined in the CEPA analysis, the capital’s advanced, multi-layered air defense system, with the A-135M and S-400 systems, was never intended to counter the low-altitude, low-signature threat of contemporary UAVs. This leaves the capital increasingly dependent on stop-gap solutions like nets, mobile jamming units, and improvised police anti-drone patrols, which are at best half-ineffective.

This technology game of cat and mouse is transforming the tactics of both sides. Ukraine’s “wall of drones” a 15-kilometer kill zone guarded by swarms of FPV and long-range drones has induced Russia to retreat from large armored columns and move towards dispersed, mobile infantry. In response, Russia has countered with fiber-optic-controlled drones that are resistant to jamming, and has sped up the integration of AI-capable targeting modules in UAVs and counter-UAV systems.

Even with these improvised measures, Russian air defense is still thin, with leading-edge systems reserved for the front lines in Ukraine and losses piling up 274 air-defense systems down, according to open-source counters. The need to protect both the battlefield and the homefront has forced the use of unorthodox systems such as the Sfera drone detection network and even reportedly North Korean equivalents to the Tor system, but these efforts are at best a patchwork.

The economic effect is significant. Sites such as the Lukhovitsk factory are not just critical to the production of MiG fighters but also hubs in the larger Russian aerospace and UAV innovation network. Interruptions here cascade through the supply chain, slowing next-generation system deployment and modernization initiatives.

The changing drone war, with its frequent cycles of innovation and blending of military and commercial technologies, is reshaping strategic calculation for both Ukraine and Russia. As CSIS’s Samuel Bendett observed, drones have been absolutely paramount. They fill the battlespace. They provide reconnaissance. They provide intelligence. They provide overwatch over the entire battlefield. The strikes against Moscow Oblast’s aerospace complexes are not only tactical victories they are harbingers of a new era, in which the mettle of a nation’s defense industry is proved not only by missiles and bombs, but by the remorseless march of unmanned systems and the creativity of their masters.
