Ukraine’s Long-Range Drones Cripple Russian Oil Network, Fuel Crisis Deepens

“The most effective sanctions – the ones that work the fastest – are the fires at Russia’s oil refineries, its terminals, oil depots,” President Volodymyr Zelensky intoned this month. That judgment now echoes throughout Russia’s fuel-poor landscape, where queues stretch for kilometers and petrol prices have reached record levels.

Within five weeks, Ukraine’s campaign of precision long-range drone bombing has knocked out close to a fifth of Russia’s refining capacity some days, Western intelligence estimates. The bombing has not been confined to refineries; oil storage facilities, pumping stations, pipelines, and export terminals have all been attacked, with the Primorsk oil port a key Baltic hub for Russia’s seaborne exports emptied into the fire after a wave of drones broke through its defenses. Primorsk is the terminus of the Baltic Pipeline System and a key point in Russia’s so-called “shadow fleet” operations, using old tankers to avoid sanctions.

Ukraine’s air forces are now equipped with locally produced long-range systems like the Lyutyy and Bober, capable of up to 3,000 kilometers, allowing for strikes deep inside Russian territory. The platforms have developed from converted commercial aircraft into specialized unmanned systems, some which are fitted with turbojet engines. In practical terms, they get around Russia’s multidimensional air defense by flying low and targeting radar gaps, depositing payloads adequate to take out refinery units, smash towers, and catalytic reformers equipment whose repair will take months and specialized equipment.

The engineering weakness of refineries to air attack is that they hold multiple high-value, high-temperature processes within small footprints. One well-timed detonation can burst pressurized pipes or ignite hydrocarbon streams, necessitating shutdowns throughout interlinked units. At least 16 of Russia’s 38 refineries were hit in August alone, often repeatedly to preclude speedy regrouping. White House officials confirmed Ukraine’s August attacks knocked out 20% of Russia’s refining capacity, taking more than a million barrels per day out of circulation.

Restoration is a technical and logistical task. Broken heat exchangers and distillation columns typically need special fabrication, whereas safety requirements dictate extensive checks prior to restart. Russia’s domestic industrial production capacity for the required components is limited, and sanctions limit imports of advanced metallurgy and control systems. Emergency repairs bypassing broken units, patching leaks can get some output running again, but these temporary fixes decrease efficiency and step up the likelihood of further catastrophes.

The response of the Kremlin has been to prolong bans on fuel exports and place partial restrictions on diesel shipments in order to shield domestic supply. Deputy Prime Minister Alexander Novak admitted that September and October would be “difficult,” even though shortages were being masked by reserves, according to claims. In Crimea, more than half of petrol stations have shut down, and Sevastopol has been “completely out of gasoline,” the Crimean Wind Telegram channel reported. Wholesale prices of AI-92 petrol reached 79,788 rubles per ton, highlighting the pressure.

From an engineering standpoint for the military, Ukraine’s strategy of targeting parallels battlefield interdiction preventing the enemy from receiving critical logistics. By targeting refineries that mainly supply domestic markets, Kyiv worsens civilian shortages while compelling Moscow to reroute crude exports to keep revenues coming. The strategy also piggybacks on Western sanctions, which seek to strangulate Russia’s fossil fuel revenues; the EU has moved up its timeline to phase out Russian gas imports to 2026, and Washington is working to impose a complete European ban on Russian energy.

The range of Ukraine’s drones is matched by their accuracy. Fiber-optic guidance systems, resistant to electronic warfare jamming, enable targeting of individual refinery units even in high-density industrial configurations. Mothership drones, equipped with swarms of FPV units, can saturate point defenses, and AI-driven optical navigation guarantees target acquisition despite countermeasures. The effect is a gradual degradation of Russia’s refining infrastructure, with rippling consequences for fuel distribution, export capacity, and war financing.

International energy markets are starting to factor in these risks. Commentators observe that while crude export remains strong diverted to Asian consumers product supply is becoming less available. Shortages of diesel, kerosene, and gasoline in Russia’s domestic market cut flexibility in worldwide supply chains and may raise prices in import countries. Rollout of Ukraine’s Flamingo Missile, with longer range and payload capacity than existing drones, can further abrade Russia’s energy infrastructure and widen the geopolitical risk premium in oil markets.

For Russia, the engineering reality is grim: without quick repairs, every damaged unit adds to the burden on a already overextended network. For Ukraine, the campaign illustrates how precision unmanned systems can be used to gain strategic economic impact once reserved for high-intensity bombing campaigns, redefining the arithmetic of modern warfare.
