End of the Super Hornet Era as Navy Shifts to Next-Gen Airpower

“Time is ticking for the Navy’s most prolific carrier fighter.” That is the plain truth behind Boeing’s forthcoming move to stop building the F/A-18E/F Super Hornet in 2027, closing the book on a program that has shaped U.S. naval aviation for almost a quarter of a century. The action is being motivated by a confluence of industrial and strategic priorities: a lack of new orders for export, the Navy’s shift to its F/A-XX sixth-generation program, and Boeing’s shifting its St. Louis production capacity to uncrewed platforms such as the MQ-25 Stingray.

Boeing’s investment of over $1 billion in new facilities a state-of-the-art Advanced Composite Fabrication Center in Arizona and an exclusive MQ-25 production line at MidAmerica St. Louis Airport demonstrates unequivocally where Boeing is placing its focus. “To support work on the next generation of advanced crewed and uncrewed aircraft, Boeing plans to build three new, state-of-the-art facilities in St. Louis,” the company said. This industrial rebalancing will also support enhancements for current global Super Hornet and EA-18G Growler fleets.

The Super Hornet’s continued relevance today depends in large part on the Block III upgrade, which includes a 10-by-19-inch touchscreen display, Tactical Targeting Network Technology, and Distributed Targeting Processor-Networked (DTP-N) system that can execute sophisticated algorithms to lower pilot workload. Structural upgrades add 4,000 flight hours to service life, extending overall airframe longevity past 10,000 hours. Conformal fuel tanks enhance range without impacting carriage of weapons, while an enclosed weapons pod minimizes radar cross-section. Twin F414-GE-400 Enhanced Performance Engines provide 20 percent more thrust, with greater survivability and payload flexibility.

Despite these enhancements, the inherent limitations of the aircraft are becoming more evident in the Indo-Pacific region. The Super Hornet’s combat range of approximately 375 miles puts carrier strike groups vulnerable to long-range attackers such as China’s PL-15E air-to-air missile, with its 90-mile export range and AESA seeker-guided robust counter-countermeasure capability. The deployment of the PL-15E during the recent India-Pakistan conflict highlighted its reach and ability to interfere with U.S. naval air operations. Against such systems, unstealthy fourth-generation fighters have to be more distant from the battlefield, surrendering tactical initiative.

The Navy’s solution is a layered modernization plan. Low-observable fifth-generation F-35Cs, as networked “command-and-control nodes” within the Naval Integrated Fire Control-Counter Air (NIFC-CA) framework, will lead more and more strike packages into the future. The next F/A-XX either Boeing’s canard-winged derivative of its Air Force F-47 NGAD or Northrop Grumman’s tailless, stealthy design holds out the promise of a 25 percent range improvement over existing carrier fighters, advanced AI-supported sensor fusion, and manned-unmanned teaming with Collaborative Combat Aircraft.

In the near future, the MQ-25 Stingray will be the force multiplier that unencumbers 20 to 30 percent of Super Hornet missions from tanking duty. With an unrefueled range in the thousands of miles and the capability to deliver fuel well beyond the carrier’s immediate horizon, the MQ-25 will be able to lengthen the wings of both F-35Cs and Block III Super Hornets, reducing some of the range deficit against Chinese anti-access/area-denial systems. Vice Adm. Daniel Cheever referred to it as the key that unlocks manned-unmanned teaming on the aircraft carrier.

The Navy is also testing the AIM-174B, a long-range air-to-air missile derivative of the SM-6 surface-to-air missile. Capable of reaching 250 miles, it has greater range than the PL-15, enabling U.S. fighters to target high-value targets like airborne early warning aircraft while keeping carriers beyond the range of most Chinese missile systems. Combined with MQ-25-enabled reach, this capability provides a short-term fix against the expanding survivability gap of legacy fighters.

Cost is a determining variable in fleet mix. The Super Hornet’s flight hour operating cost of about $19,000 is far lower than that of the F-35C, and its readiness levels historically at about 80 percent keep pace with, if not exceed, that of stealth aircraft. This makes a blended fleet both economically and operationally sustainable until the F/A-XX comes along in the 2030s.

But the strategic writing is evident. The synergy of enemy missile range, stealth fighter numbers, and range demands for the Navy itself is nudging the Super Hornet to the periphery of high-end combat utility. The jet will remain in service until the 2040s, but its purpose will increasingly be as a general-purpose, lower-cost complement to stealth aircraft until the next generation of carrier airpower comes to occupy the deck.
