Why the F-22’s Fall and NGAD’s Rise Can’t Afford Old Procurement Flaws

Today’s modern warfare won’t permit us to have overbloated corrupt procurement systems, retired Air Force Brig. Gen. Blaine Holt cautioned, referencing the political machinations that halted the F‑22 Raptor production program. His complaint was not theoretical. He was in the Pentagon when Congress, under the direction of the late Sen. John McCain, reduced the intended fleet from hundreds of planes to 187, channeling money into the Navy’s Littoral Combat Ship program ships currently being prematurely retired. That choice, Holt contended, made the Air Force short some 800 Raptors it “needed,” a shortfall that has defined U.S. airpower strategy for over a decade.

The Raptor’s truncated production has become a study in how political priorities, budget constraints, and acquisition inefficiencies have the potential to jeopardize even the most advanced military program. Created as the world’s first operational fifth‑generation stealth fighter, the F‑22 brought together extreme maneuverability, low observability, and sensor fusion to provide pilots with a “first‑look, first‑shot, first‑kill” advantage. But by the time production ceased in 2011, supply chains had frozen, tooling had been put into storage, and the Air Force had been left with less than half the originally planned fleet.

In a partial about-face, the Pentagon has now pledged $8 billion to upgrade the remaining 142 Raptors. The modernization package comprises the Infrared Defensive System (IRDS) a distributed array of embedded Tactical Infrared Search and Track sensors for enhanced survivability against cutting-edge threats and stealth-maximized Low Drag Tanks and Pylons (LDTP) to maximize range while not sacrificing radar signature. These air-droppable, aerodynamic drop tanks are designed to support supersonic flight to Mach 1.2, employing smart rack pneumatic technology to reduce drag upon jettisoning. The improvements extend the Raptor’s retirement date past 2030, but 32 older Block 20 airframes are still being retired.

While the F‑22 enjoys its reprieve, its conceptual replacement is already under way. The Next Generation Air Dominance (NGAD) program the “Super Raptor” according to Holt is the Air Force’s closely guarded sixth‑generation program. It takes the one‑platform mentality out and replaces it with a system‑of‑systems strategy: a manned centerpiece fighter, partnered with as many as 1,000 unmanned Collaborative Combat Aircraft (CCAs), next‑generation command‑and‑control networks, and adaptive propulsion. The NGAD’s powerplant, under development via the $975 million Next‑Generation Adaptive Propulsion program, will include variable‑cycle architecture for more fuel efficient operation, thermal management, and electrical generation to power energy‑consuming sensors and directed‑energy weapons.

The Air Force aims to buy 200 NGAD fighters at a projected $300 million per aircraft, so procurement discipline is paramount. To not repeat the F‑22’s history, NGAD will use digital engineering, open‑architecture avionics, and modularity to allow for quicker upgrades and expand the industrial base. Open standards are meant to maintain costs across the lifecycle by enabling several vendors to bid on future subsystems a direct counter to historical sustainment monopolies.

Procurement reform is more than a design philosophy; it is a survival necessity for programs this large. Testimony to the House Subcommittee on Military and Foreign Affairs recently spoke of a Cold War-born defense acquisition system that currently takes an average 11 years to provide a major capability. Aerospace Industries Association’s Margaret Boatner said the Federal Acquisition Regulation and its defense supplements total over 5,000 pages, making a “onerous and lengthy system” that pushes suppliers, particularly commercial technology companies, out of the defense sector. For venture-backed small companies, the disparity between one-year investment cycles and multi-year procurement schedules can be deadly.

These institutional inefficiencies take an actual operational toll. The success of NGAD hinges on the incorporation of cutting-edge technologies AI‑driven mission systems, autonomous CCAs, next‑generation electronic warfare suites at the rate of threat progression. A procurement cycle that is years behind private‑sector innovation threatens to enter service with aircraft already outmaneuvered by peer competitor countermeasures. As Government Accountability Office Shelby Oakley explained, The threat environment is evolving too quickly to address with piecemeal solutions; what’s required is a full‑scale shift toward an acquisition model built for speed, flexibility, and innovation.

Concurrent with NGAD, the Air Force is also upgrading its fourth-generation fleet with the F‑15EX. Veteran fighter pilot and retired Lt. Col. Tony Shaffer described it “a superb platform” now updated with 21st‑century avionics, next‑generation radar, and increased weapons capacity. The F‑15EX provides a lower‑cost, high‑payload complement to stealth fighters, able to carry hypersonic missiles and operate from less‑prepared airfields an example of using proven airframes with new systems to hedge against next‑generation procurement delays.

The moral of the F‑22’s saga is unambiguous: technological superiority is no guarantee of program success. Without acquisition processes that support engineering aspiration with budgetary and political realities, even the most technologically sophisticated aircraft can fall short of becoming sustaining symbols of U.S. air supremacy and instead become cautionary tales.
