F/A-XX Revived: Navy’s Sixth-Gen Carrier Fighter Nears Crucial Downselect

What happens to sea control when air superiority is lost? For the U.S. Navy’s best pilots, the response is simple: without control of the skies, the carrier strike group the backbone of American naval power is exposed. That sense of urgency now fueling the rebirth of the F/A-XX program, the Navy’s sixth-generation, carrier-based fighter program that just months ago seemed set for indefinite languishment.

The program’s near death occurred in June, when the Pentagon’s fiscal 2026 budget plan devoted only $74 million enough to finish design but not to buy aircraft while redirecting billions to the Air Force’s F-47 Next Generation Air Dominance (NGAD) fighter. Defense officials raised concerns about whether the industrial base could simultaneously support two sixth-generation programs. Boeing’s recent F-47 win and Northrop Grumman’s continued pursuit of the naval contract underscored the stakes. Lockheed Martin, eliminated from the competition in March, has pivoted to marketing an upgraded F-35 as a “bridging fighter.”

Congressional action changed the course. The Senate Appropriations Committee approved a defense spending bill draft allocating an additional $1.4 billion for F/A-XX, revitalizing momentum and expressing bipartisan opposition to the Pentagon slowdown. Admiral Daryl Caudle, Chief of Naval Operations nominee, cautioned lawmakers that “the ability to maintain air superiority against peer competitors will be put at risk if the Navy is unable to field a 6th Generation strike fighter on a relevant timeline.”

Technically, the F/A-XX is envisioned as a quantum jump over the F/A-18E/F Super Hornet and EA-18G Growler, with at minimum 25 percent range increase Rear Adm. Michael Donnelly estimated more than 125 percent of the Super Hornet’s 1,275-nautical-mile clean combat range coupled with organic refueling capacity. That reach, in concert with the MQ-25 Stingray tanker drone, would potentially boost a carrier air wing’s operational “area of effect” from 8 million to 11 million square miles, making it harder for an adversary to target and improving survivability.

Survivability will be dependent on stealth and sophisticated battle management. The Navy conceptualizes a low observable airframe with signature control adequate to penetrate airspace protected by post-2040 threats. AI integration will transform the pilot’s role from “man in the loop” to “man on the loop,” supporting orchestration of unmanned systems like Collaborative Combat Aircraft (CCAs). These faithful wingmen potentially multi-role and disposable might scout, jam, or strike coordinated with the manned fighter.

Northrop Grumman’s recently leaked concept image suggests design priorities: a YF-23-like chine-blended fuselage, top intakes to minimize radar cross-section, and deep internal volume for fuel and armament. A twin-wheel undercarriage strengthened for carrier operations is a further indicator. Boeing’s bid is not available, but both competitors will presumably use derivative powerplants from GE Aerospace or Pratt & Whitney, trading thrust, efficiency, and electrical generation for demanding onboard systems.

The strategic justification is rooted in the Indo-Pacific. China’s sixth-generation plans for itself, such as a supposed 99,000-pound-class fighter with a 1,500-nautical-mile combat range, heighten the imperative for U.S. naval air power to power-projection from outside of anti-access/area denial range. As Vice Adm. Daniel Cheever, the Navy’s “Air Boss,” put it, “If you have air superiority, then you have sea control. Those things go together.”

The F/A-XX will not stand alone. It is one aspect of a larger modernization effort that involves replacing the T-45 Goshawk trainer with the Undergraduate Jet Training System, complete with advanced simulators and virtual environments, and ultimately retiring MH-60R/S helicopters. The MQ-25, which is first flight scheduled for 2025 and initial operational capability in 2027, is viewed as the main enabler for manned-unmanned teaming from carriers.

Though no award date has been established, the Navy is “ready for down-select,” Cheever says. Senior Pentagon and White House leadership hold the decision, which will decide if Boeing or Northrop Grumman directs the future of carrier air wings through the 2030s. The result will also indicate if the United States is able to support concurrent sixth-generation fighter programs an industrial and strategic conundrum with repercussions far beyond the flight line.
