Why Rebuilding the F-22 Raptor Would Set Back America’s Air Dominance

How much would it cost to bring a legend back to life? For the F-22 Raptor, the response is a chilling combination of lost infrastructure, obsolete technology, and a price tag equivalent to buying a whole new fighter program. While debate again goes around restarting the F-22 assembly line, the technical and strategic realities paint the picture of shrinking returns and opportunity costs no amount of nostalgia can make up for.

The fundamental challenge is financial and logistical. When the F-22 production line was closed down, the specialized tooling, machinery, and facilities that once produced the world’s greatest air superiority fighter were disassembled or reused. A 2017 U.S. Air Force report, restarting production for 194 additional Raptors would exceed $50 billion, not adjusted for inflation or upgrading the planes to today’s standards. As the report explains, “total non-recurring start-up costs over a five year period totaling $9.869 billion in 2016 dollars,” with procurement costs sending the total over $50 billion for a complete run of production. The supply chain, previously a carefully developed network of suppliers and subcontractors, has largely disappeared, with the majority of companies either out of business or obligated to other programs. Rebuilding this web would mean requalifying sources, retooling outmoded components, and perhaps even reengineering whole subsystems like the AN/APG-77 radar and F119 engine neither of which are still in production the Air Force report discovered.

The technological gap between the F-22 and newer platforms is similarly dramatic. The Raptor’s avionics, processors, and software, while revolutionary for their time, are now designed on architectures no longer supported. Upgrades and maintenance grow increasingly difficult as legacy hardware wears out and digital obsolescence takes hold. While the F-22’s stealth, supercruise, and maneuverability remain the standards to be beaten, its sensor suites and electronic warfare capabilities are eclipsed by the F-35 and the next-generation sixth-gen F-47. New stealth materials and coatings, for example, have made tremendous strides beyond the F-22’s initial compounds, providing not only greater effectiveness but also reduced maintenance demands in future fighters. Any effort to update the Raptor would require significant redesigning, erasing the distinction between an upgrade and a brand-new plane.

Operational factors make the case for a revival of the Raptor even more difficult. The F-22 costs in excess of $70,000 per flight hour, and its mission-capable rate has remained at around 50 to 60 percent i.e., almost half the air force is grounded at any time because of maintenance. The stealth coating, a wonder of 1990s technology, is especially intensive in labor, needing specialized plants and highly skilled people. These considerations render the F-22 less amenable to the high-tempo, continuous operations required of the current strategic environment. As the Air Force invests in the F-47 program, which will offer advanced stealth, artificial intelligence integration, drone teaming, and next-generation propulsion, diverting resources to revive F-22 production would be a step backward. “This is a historic investment in the American military, in the American Industrial Base, that will help revive the warrior ethos inside our military,” declared Secretary of Defense Pete Hegseth, highlighting the F-47 as the centerpiece of future air superiority during the F-47 contract announcement.

The export calculus also reduces the possibility of an F-22 restart. The Obey Amendment prohibits exports of the Raptor to foreign countries, removing the economies of scale that have already made the F-35 an international program. While current allies like Japan and Australia previously showed enthusiasm for owning F-22-capable variants, they have moved on to developing their own fifth- and sixth-generation plans or settled on the F-35, which has advanced sensor fusion, electronic warfare, and maintainability all at a lower cost of operations and with strong international support as outlined in recent analyses.

In the meantime, the technological threshold for air supremacy is quickly increasing. China’s J-20 “Mighty Dragon” now advanced stealth coatings, powerful WS-15 engines capable of supercruise at Mach 1.8, and a sensor suite with 360-degree coverage, all for delivery at a rate of over 400 in service as per recent evaluation. The F-47, on the other hand, is built from ground up to incorporate next-generation stealth, sensor fusion in modules, and AI-based control of unmanned “loyal wingman” drones to provide adaptability and technological superiority for decades to come as per the NGAD program briefings.

The F-22 legacy is assured as a leap of technology of its time, but cost realities, obsolescence, and strategic imperatives lean toward investment in platforms not merely more sophisticated but crafted for the operational and fiscal challenges of the next decades. As Air Force Chief of Staff Gen. David Allvin has said, “With this F-47 as the crown jewel in the Next Generation Air Dominance Family of Systems, we believe that this provides more lethality. It provides more capability, more modernized capability, in a way that is built to adapt, along with our Collaborative Combat Aircraft.”
