“Nothing in the Joint Force projects combat power from the sea as a Carrier Strike Group, which at the heart has a nuclear-powered aircraft carrier (CVN). To maintain this striking power, the CVN must have an air wing that is comprised of the most advanced strike fighters.” With these words, Adm. Daryl Caudle, the Navy’s nominee for Chief of Naval Operations, underscored a reality that now shapes the most consequential budget fight in American military aviation: the future of the F/A-XX sixth-generation stealth fighter.

The recent decision by Congressional appropriators to restore $1.4 billion in funding for the Navy’s F/A-XX program directly challenges the Pentagon’s plan to freeze the project in favor of the Air Force’s F-47. This move, which aligns with the Navy’s own Unfunded Priority List, has brought simmering tensions between Congress, the Navy, and the Pentagon into sharp relief. The Pentagon’s rationale citing industrial base limitations and the risk of cannibalizing engineering talent has not convinced key lawmakers or the Navy’s leadership. President Trump’s administration argued that “there may not be enough engineering talent available in the industry to develop both F/A-XX and F-47 at the same time,” and warned that pursuing the Navy’s fighter “is likely to delay the higher-priority F-47 program, with low likelihood” of delivering the F/A-XX on time.
Yet, industry leaders see it differently. “We planned to be able to do both, win both, and deliver both,” said Steve Parker, CEO of Boeing Defense and Space, directly refuting the notion that the American aerospace sector is overtaxed. Northrop Grumman, Boeing’s rival for the F/A-XX contract, brings its own formidable pedigree in stealth technology, most recently with the B-21 Raider. The choice between these two giants will determine not just the Navy’s next fighter, but the trajectory of American carrier airpower for decades.
The technical stakes are immense. The F/A-XX is envisioned as a long-range, highly networked, multi-role aircraft capable of operating in contested airspace and integrating with unmanned “loyal wingman” drones. This system-of-systems approach is designed to overcome the limitations of the current carrier air wing, dominated by F/A-18 Super Hornets and F-35Cs, which lack the range to keep carriers outside the expanding umbrella of Chinese anti-ship missiles. Rear Adm. Michael Donnelly has noted that the F/A-XX will feature a 25 percent increase in range over current platforms and is purpose-built for close cooperation with UAVs in a “man-on-the-loop” control architecture. These loyal wingman drones, such as the Air Force’s Collaborative Combat Aircraft (CCA), are intended to act as force multipliers carrying additional munitions, extending sensor reach, and even engaging targets independently on command. As one analysis put it, “the CCA is supposed to increase the lethality of manned fighters by giving them access to more missiles to fire,” allowing pilots to direct drone wingmen to engage threats while preserving their own stealth and munitions for higher-value targets.
The urgency is not theoretical. China’s People’s Liberation Army Rocket Force (PLARF) has fielded a vast arsenal of ground-launched ballistic and cruise missiles capable of targeting U.S. air bases and carrier strike groups across the Indo-Pacific. Congressional analysis warns that “Chinese missile threats significantly weaken our ability to respond in a conflict,” and modeling shows that coordinated attacks could close U.S. runways in Japan for up to 12 days and deny tanker operations for over a month at the outset of a conflict. Without aerial refueling, even fifth-generation fighters lack the range to reach key targets and return safely. The implication is stark: to keep carriers viable as power projection platforms, the Navy must field an air wing that can operate from greater distances, survive in contested environments, and maintain air superiority against adversaries already flying their own sixth-generation prototypes.
The F/A-XX is not just a new airframe it is the technological linchpin for a distributed, networked “kill web” that stretches across thousands of miles and multiple domains. Its design requirements include advanced stealth, supercruise, broadband sensor fusion, electronic warfare, and the ability to command unmanned assets. The Navy’s insistence is clear: “The ability to maintain air superiority against peer competitors will be put at risk if the Navy is unable to field a 6th Generation strike fighter on a relevant timeline,” Adm. Caudle wrote. “Without a replacement for the F/A-18E/F Super Hornet and E/A-18G Growler, the Navy will be forced to retrofit 4th generation aircraft and increase procurement of 5th generation aircraft to attempt to compete with the new 6th generation aircraft that the threat is already flying.”
The debate over industrial capacity remains heated. While some analysts warn of the dangers of cost overruns and resource dilution citing the F-35’s troubled history others point to historical precedent: the U.S. successfully developed the F-16 and F/A-18 simultaneously in the 1960s and 70s, both of which became mainstays of their respective services and remain in service today. The real concern, as articulated by Navy and Congressional advocates, is that delay risks ceding technological and operational advantage to China, whose J-36 sixth-generation fighter is already in prototype flight testing with a targeted operational debut in 2035 and is rumored to feature extreme low radar visibility and AI-powered warfare systems.
The restored funding signals that Congress is not prepared to accept a future where the Navy’s carriers are out-ranged and outmatched.
