Why the Space Force’s Anti-Jam SATCOM Bet Is Reshaping Military Communications

What does the world’s greatest military do when it can’t wait for conventional satellite development timelines? The solution, playing out now, is a revolutionary change in how protected, anti-jam satellite communications are developed, produced, and deployed a transformation represented by the Space Force’s Protected Tactical SATCOM-Global (PTS-G) program.

This week, five firms Northrop Grumman, Boeing, Intelsat, Viasat, and Astranis won a total of $37 million from the Space Force’s Space Systems Command to develop and show tactical communications satellites with integrated defenses against hostile jamming. The awards, made under an Indefinite Delivery, Indefinite Quantity (IDIQ) contract format with a $4 billion cap, represent a clear step towards filling the gap between military and commercial satellite communications. “By maximizing the use of commercially available products and awarding to a pool of offerors on this IDIQ contract, the Space Force ensures value for the DOD and taxpayer while driving competition and promoting the long-term viability of the SATCOM industrial base,” said Cordell DeLaPena, program executive officer for Tactical SATCOM, in a statement.

At the core of PTS-G is an awareness that jam-resistant communications are no longer a nicety but a must for today’s warfighters. The program is one piece of the larger Protected Tactical SATCOM Family of Systems, which will provide anti-jam capability in increments, beginning as early as next year. The Space Force defines PTS-G as a middle ground between extremely robust, mission-centric systems and the more adaptive services of commercial SATCOM providers. The goal is to complement existing military constellations and offer global access for military users, initially targeting a small set of operational centers of gravity before scaling up to global coverage.

The technical challenge is daunting. Contemporary electronic warfare has become an high-stakes battle of electronic countermeasures (ECM) and electronic counter-countermeasures (ECCM). As opponents create increasingly advanced jamming methods from brute-force power boosts to frequency sweeping and misleading interference space systems must adapt in turn. The PTS-G satellites should utilize sophisticated anti-jamming techniques, including the Protected Tactical Waveform (PTW), which utilizes spread-spectrum modulation and frequency hopping to make it “much more difficult for an enemy force to jam the signal, since it is always changing and it is almost impossible to predict what frequency it will jump to next.” These methods, combined with encryption and dynamic power control, constitute the foundation of dependable military communication under hostile conditions.

The acquisition approach to PTS-G is as revolutionary as the technology itself. Traditionally, geostationary military satellites have taken years if not decades from contract award to launch, with prices well over a billion dollars per satellite. This time, however, the Space Force is taking advantage of the commercial entrant and prime alike agility, employing the IDIQ contract format to stimulate competition and speed timelines. All five of the chosen companies will have a capability demonstration within six months, a process meant to inform subsequent contracts for production satellites. The first production satellites are due for launch in 2028, with a second order of production and launches scheduled for 2031.

The IDIQ method, a defense acquisition mainstay for years, is particularly ideal for programs that need flexibility and speed. As described in defense contracting best practices, IDIQ contracts let the government negotiate price and terms in advance, then quickly issue orders as needs change. This simplifies the process, cuts administrative overhead, and allows critical capabilities to be delivered more quickly a vital benefit as the Department of Defense aims to “deliver performance at the speed of relevance.”

The combination of vendors selected for PTS-G is in itself a statement. Alongside industry titans, the addition of venture-backed Astranis and Intelsat’s partnership with K2 Space sends a deliberate message to introduce fresh ideas and energy to the military satellite industry. “The incorporation of commercial baseline designs to meet military capability significantly enhances the Space Force’s speed and efficiency to add capability to meet emerging threats,” DeLaPena said.

As the Space Force turns away from slower, more costly legacy programs like the just-cancelled $2 billion PTS-R program, the emphasis is on fielding a constellation of lower-complexity, proliferated satellites in geosynchronous orbit in a hurry. These satellites will fill in and augment both current Wideband Global SATCOM spacecraft and commercial constellations like Starlink to deliver assured access and resiliency to tactical consumers.

With a budget request for fiscal 2026 of around $240 million for PTS-G and initial demonstration outcomes due in half a year, the tempo is unrelenting. The next two years will be critical, as the Space Force determines what architecture best supports the needs of a contested electromagnetic spectrum and sets the United States on a course for secure, global military communications deep into the next decade.
