Why Space Force’s New SATCOM Strategy Could Change the Anti-Jam Game

How do you launch a new generation of jam resistant military satellites in record time, without compromising security or resiliency? The U.S. Space Force is wagering on a dramatic change in acquisition approach and the numbers are compelling. Five firms have been selected for initial demonstration and design contracts worth $37.5 million, with the higher contract ceiling at a whopping $4 billion, all designed to introduce the first satellites of the Protected Tactical Satellite Communications Global (PTS G) constellation by 2028 PTS G contract details.

This represents a decisive break from the old, slow paced custom made satellite development approach. Rather, Space Systems Command (SSC) is utilizing incremental, commercial off the shelf approaches, with Boeing, Viasat, Northrop Grumman, Astranis, and Intelsat (recently acquired by SES Global) all developing mature designs from existing commercial product lines. As Cordell DeLaPena, Jr., SSC Military Communications and Positioning, Navigation and Timing program executive officer, said: “The incorporation of commercial baseline designs to meet military capability significantly enhances the Space Force’s speed and efficiency to add capability to meet emerging threats” commercial baseline strategy.

PTS G is not an isolated activity, but part of an essential new level in the larger Protected Tactical SATCOM Family of Systems (PATS). This layered architecture is intended to provide resilient, anti jam satellite communications by scattering very encrypted payloads over a combination of geosynchronous (GEO) satellites, ground elements, and end user terminals. The foundation of this resilience is the Protected Tactical Waveform (PTW), an encrypted signal designed to withstand sophisticated electronic warfare attacks. PTW utilizes state of the art anti jamming features, such as spread spectrum modulation, frequency hopping, and adaptive beamforming, which render it much more difficult for adversaries to interfere with communications PTW technical details.

Practically, the new PTS G satellites will complement the capabilities of the existing Advanced Extremely High Frequency (AEHF) system, which already offers highly secure communications for strategic and tactical use. The change to a more responsive, commercially driven acquisition approach was driven by the imperative to combat rapidly changing jamming threats and to meet ongoing complaints from field commanders regarding lack of bandwidth and flexibility in legacy SATCOM networks bandwidth and flexibility issues.

Each of the five selected vendors will demonstrate capability within six months, and results will drive follow on production contracts. The initial wave of production awards is planned for 2026, with initial operational capability in 2028, and a second award round will occur in 2028 with launches anticipated for 2031 PTS G production timeline. The strategy is incremental in nature, enabling the Space Force to get baseline capabilities into the field rapidly while progressively enhancing performance and resilience over time.

The technology backbone of the PTS G and PATS architecture is the layered jamming defense. PTW’s spread spectrum methods spread the signal across a broad frequency band, making it more difficult for narrowband jammers to have an impact. Frequency hopping also makes adversary attempts more complicated by quickly changing transmission frequencies based on a secure, pseudo random sequence. Adaptive beamforming, made possible through sophisticated on board signal processing and antenna design, enables satellites to steer transmissions towards specific directions, reducing the satellite’s exposure to expected interference and maximizing link dependability anti jam techniques.

Ground systems integration is also essential. The Protected Tactical Enterprise Service (PTES) is creating the ground infrastructure and management software needed to implement PTW on both military and commercial satellites. PTES is being developed to integrate with next generation anti jam modems, including the Air Force Army Anti Jam Modem (A3M) and the Navy’s Wideband Anti Jam Modem System (WAMS), for end to end encryption and space tactical edge resilience PTES and modem integration.

The investment as a whole is considerable. The fiscal 2026 Pentagon research, development, test, and evaluation budget request asks for nearly $240 million for PTS G alone, and close to $686 million in total for the entire Protected Tactical SATCOM Family of Services endeavor. The intention is not only to stay ahead of developing threats, but to radically shift how well protected, secure communications are made available to warfighters globally budget and strategic objectives.

As Erin Carper, division chief for SSC Tactical SATCOM, put it: “By maximizing the use of commercially available products and awarding to a pool of offerors on this IDIQ contract, the Space Force ensures value for the DoD and taxpayer while driving competition and promoting the long-term viability of the SATCOM industrial base.”

As the enemies heavily invest in electronic warfare and counterspace technologies, the Space Force’s new vision melding commercial velocity with military encryption and anti jam innovation marks a new dawn for secure tactical communications.
