“The size and configuration of this facility are inconsistent with a peaceful program,” stated then-President Barack Obama in 2009, when the world discovered Iran’s Fordow Fuel Enrichment Plant. Over a decade on, Fordow’s shadow and the technology that protects it still hang over the new and most perilous phase of the Israel-Iran war.
While Israeli aircraft flew over Tehran with seeming impunity, Iran’s rulers discreetly sent word through Arab channels, inviting the Americans to back away from conflict if they stayed out of it. This gesture, described by The Wall Street Journal and confirmed by Middle Eastern and European officials, was more than a cry for mercy. It was a strategic move, conditioned by the merciless realities of military technology, intelligence resources, and the strategic geography of Iranian nuclear facilities.
Israel’s Operation Rising Lion military campaign has shown an unprecedented capacity to hit deep within Iranian territory. Satellite images reviewed by Maxar and ABC News show widespread damage to Iranian military and nuclear infrastructure, such as the Natanz uranium enrichment plant and missile production facilities in Kermanshah and Bid Kaneh. In Natanz, multiple buildings in the northwest area were hit, with fresh vehicle tracks and surface disturbance suggesting the potential unearthing of structures previously hidden underground. But at Fordow, under 80 to 90 meters of rock, satellite photography taken after the attack reveals little or no visible damage. The plant’s survivability is not an accident it is the product of decades of design intended to resist just this type of airborne attack.
The primary enrichment halls of Fordow are bored into a mountain outside Qom, under a broad security perimeter and a maze of five access tunnels. The Institute for Science and International Security says that it was planned during Iran’s early-2000s “crash nuclear weapons program” with the express purpose of generating weapons-grade uranium. Fordow today contains 2,700 centrifuges, many of them IR-1 models, and can enrich uranium to 60% purity, a technical leap away from weapons-grade material, according to the International Atomic Energy Agency (IAEA). The IAEA May 31 report characterised the “significantly increased production and accumulation of highly enriched uranium by Iran, the only non-nuclear-weapon state to produce such nuclear material, is of serious concern.”
For Israeli planners, Fordow is an almost insurmountable hurdle. The UK-based Royal United Services Institute concluded in March that even the US GBU-57 Massive Ordnance Penetrator, the world’s most advanced bunker-busting bomb, can only penetrate to depths of around 60 meters, well short of Fordow’s fortified underground chambers. As Israel’s ambassador to the US, Yechiel Leiter, explained to Merit TV, “For Fordow to be taken out by a bomb from the sky, the only country in the world that has that bomb is the United States. And that’s a decision the United States has to take, whether or not it chooses to actually pursue that course.” Repeated attacks, multiple effects, or other means such as attacks on tunnel entrances or essential ventilation facilities may temporarily cripple operations, but aerial destruction of the facility continues to be a step outside Israel’s capacity without immediate American action.
This technology stalemate influences the diplomatic dance now in progress. Iran’s gestures of de-escalation are inseparable from the stipulation that the US does not participate in the campaign by Israel. As an Arab official explained to The Wall Street Journal, “The Iranians know the U.S. is supporting Israel in its defense, and they are sure the U.S. is supporting Israel logistically. But they want guarantees that the U.S. won’t join the attacks.” The math is simple as long as Washington’s most advanced weaponry stays on the sidelines, Fordow and Iran’s nuclear effort have an edge of survival.
But this isn’t a retreat. Iran’s offer of negotiations is generally regarded as an attempt at a time-buying chance to recoup, rebuild, and mobilise international pressure on Israel’s air campaign. As The Wall Street Journal wrote, “Securing a pause could give Iran breathing room to regroup and for pressure to build internationally against Israel’s campaign. It would also be a win for Tehran to keep the U.S. from bringing its bunker-busting military capabilities into the fight.” The Fordow site, in particular, has become as much of a diplomatic shield as a technical one, making it harder for Israel to push for a strategic surrender.
Concurrently, Israel’s motivations for ending its campaign are low. With air superiority secure and Iranian retaliations causing relatively modest damage, 370 ballistic missiles and hundreds of drones launched at Israel in four days caused 30 targets struck, but only 24 deaths to June 16, Israeli policymakers have little motivation to hold back. Prime Minister Benjamin Netanyahu has declared that strikes will persist until Iran’s nuclear program and ballistic missiles are annihilated, and that regime change, though not the expressed intention, might be a byproduct of sustained military pressure.
The contribution of satellite monitoring and live intelligence has been critical. NASA’s FIRMS fire-detection satellites and commercial imagery from Maxar have provided rapid evaluation of strike effects, even as press access and internet connectivity in Iran continue to be strictly limited. These capabilities have not only informed targeting choices but also given the international community a clear, if sombre, record of the war’s effect on vital infrastructure and civilian life.
Still, under the visible damage lies the heart of Iran’s nuclear capacity intact. The technical specifications of the Fordow plant, its depth, its fortified design, and its sophisticated centrifuge arrays have successfully protected it from the most advanced conventional weapons within Israel’s arsenal. As David Albright of ISIS noted, “If you destroy it, it’s not the end of the line, because you then go to the next threat, which is, how many centrifuges has Iran made that they didn’t deploy at Fordow and Natanz? And where are they?”
For the students of international relations, the interaction among military technology, engineering creativity, and diplomatic skillfulness in this crisis provides a harsh image of how power equilibrium is influenced not merely by political inclination, but by what science and engineering can and cannot do. The next several weeks will prove whether the limitations are an accelerator to more extreme escalation or the driver of new and unforeseen types of war and negotiation.
